Annual assessment 2016-17 key messages Highways England’s performance remains good across a range of measures 2 The company has missed its targets on road user satisfaction and network condition 3 It has improved its planning of major improvements 4 There is further work for the company to do to improve its asset management
How is Highways England performing in RIS1? Performance remains good across a range of measures Major schemes generally being delivered to plan 98.4% available (target of 97%) 85.9% incidents cleared in an hour (target of 85%) Traffic kept flowing Becoming more efficient £169m efficiencies achieved to date (ahead of plan, road period target of £1.2bn)
How is Highways England performing in RIS1? Some areas for attention Network condition below target – improvement plan in place 94.3% in good condition (target of 95%) User satisfaction below target – customer service plan developed 89.1% satisfaction (target of 90%)
Lessons for RIS2? Roads reform starting to deliver benefits Retain 5 year funding and outcomes package Retain a balanced package of outcomes / outputs Reflect diverse road user and stakeholder requirements Encourage performance in-the-round Challenging but deliverable
How is Highways England performing in RIS1? Improvements to planning More structured approach to planning major schemes
Lessons for RIS2? Increase focus on good quality improvement plans Plans which ease delivery constraints Schemes sufficiently developed Plans which minimise disruption Understand impact of RIS1 on RIS2 Continue with long-term certainty of funds and outputs Driving more efficient planning Greater certainty for suppliers Long-term engagement with suppliers
How is Highways England performing in RIS1? More to do on asset management Need for better plans and more efficient delivery
Lessons for RIS2? Increase focus on long-term asset management Based on network need (and good data) Minimising whole life cost Moving away from annual cycle
