Health and Safety at Work etc. Act 1974 Nothing New! Health and Safety at Work etc. Act 1974 5

Health Challenges Deaths – for every worker killed on site, approximately 100 die from ill health due to past exposures – particularly asbestos (5,000 deaths) and silica (600 deaths)

Health Challenges Ill health (2005 LFS) 7

Health Challenges Working Days Lost working days lost (2 million) is 5 X that of safety (0.4 million) 8,500 construction workers absent for a year 8

Occupational Health Occupational Health: Condition caused or made worse by work Strong focus on prevention Employment/work conditions: Environment, working hours, wellbeing, duty of care Lifestyle: Public health

Health and Work Priorities HSE priorities: Occupational Lung disease (OLD) Musculoskeletal Disorders (MSDs) Work-Related Stress Welfare What are your industry priorities? ?

Where to Focus? Risk Control? Elimination? Surveillance/Monitoring? PPE? Elimination? Surveillance/Monitoring? 11

Key Themes Dutyholder Guidance

Key Themes Treat health like safety Ill health can be prevented Managing health risks is no different to managing safety risks Ill health can be prevented It is possible and practical to carry out construction work without causing ill health Everyone has a role to play Everyone must take ownership of their part of the process 13

Key Themes Need to refocus: Control the risk not the symptoms Monitoring and health surveillance are not enough on their own. The first priority is to stop people being harmed Manage risk, not lifestyle Helping workers tackle lifestyle issues may be beneficial but is not a substitute for preventing work-related ill health. 14
