Implementation: putting TEEB into practice Phase III TEEB's main reports Broadly speaking: TEEB phase III is about putting these report into practise It is about transforming the acceptance of TEEB’s theoretical case into a durable shift in mindsets and resulting behaviours 4

TEEB …in policy decisions G8 Carta di Siracusa (2009) G20 Leaders Statement (2010) CBD COP-10 Decision X/2 on the Strategic Plan for Biodiversity 2011-20 Decision X/21 on Business Engagement Decision X/44 on Incentive Measures Aichi Targets 1 and 2 TEEB initiative has been very successful in raising the interest of policymakers in biodiversity and ecosystem valuation Support for the TEEB findings and for building on the TEEB analysis at the national-level has been highlighted in a number of policy platforms and government decisions: G8 Carta di Siracusa (April 2009) G20 Leaders Statement from the Seoul Summit (November 2010) CBD COP-10 decisions Ramsar Resolution X.12 on “Principles for partnerships between the Ramsar Convention and the business sector” Ramsar Resolution X.12 on “Principles for partnerships between the Ramsar Convention and the business sector” CITES COP-15

TEEB …in policy decisions 2012 Ramsar COP 11 – Resolution XI/17 (July 2012) IUCN World Conservation Congress (Jeju) Motion 146 and Motion 157 (September 2012) CBD COP 11 (October 2012) Inland Water Ecosystems (XI/21) Decision on Incentive Measures (XI/30) 2012 was a very successful year for TEEB as regards high-level policy decisions 2. Notes existing efforts by a number of Parties to prepare national studies on the economics of ecosystems and biodiversity, and encourages other Parties and Governments to also consider, as appropriate, the preparation of such studies, making use of the findings of the international study on The Economics of Ecosystems and Biodiversity (TEEB) and of similar work at the national or regional levels, involving all relevant stakeholders, and to identify mechanisms and measures to integrate the values of biodiversity into relevant national and local policies, programmes and planning processes, as well as reporting systems, in a manner adapted to national circumstances;

Implementation: Components of TEEB Phase III Facilitating TEEB National Studies Supporting TEEB Biome and Sectoral Studies Promoting Outreach, Communications and Networks

TEEB ENRTP project in 5 developing countries TEEB implementation National TEEB studies: e.g. Brazil, China, Finland, Georgia, Germany, India, Mexico, Netherlands, Norway, Portugal, UK, Saint Lucia, South Africa, Sweden + TEEB ENRTP project in 5 developing countries Sub-national TEEB studies: Polish TEEB for Cities, TEEB Flanders, TEEB Reykjavík, Kamschatka? Regional TEEB studies: Heart of Borneo, Nordic TEEB, TEEB ASEAN, Caucasus? TEEB for Business: NL TEEB for Business, TEEB Germany for Business, TEEB for Business Brazil, TEEB for Business Switzerland? Many others interested, e.g. in context of NBSAPs revision, we collect – SHOW WEBPAGE and report back

TEEB implementation – Training and Guidance Regional TEEB workshops Training package TEEB Guidance Manual While the TEEB report series provides all information – difficult to apply. The UNEP TEEB office is taking a lead on the collection and re-packaging of TEEB training materials for capacity development that aims to encourage TEEB implementation at the national level plus the required support needed at workshops/meetings including CBD regional workshops, Rio+20, IUCN congress and CBD Cop 11. A guidance manual is being developed and will be drawing on the TEEB reports from phases 1 &2. Its aim is to provide practical recommendations for those working at the national level on the implementation of TEEB methodologies for the assessment of ecosystem services and their economic valuation (not prescriptive but has to be followed to call “TEEB”)

EC-funded TEEB National Implementation project: Reflecting the Value of Ecosystems and Biodiversity in Policymaking Objective: “draw attention to the economic benefits of biodiversity, highlighting the growing cost of biodiversity loss and ecosystem degradation and drawing together expertise from the fields of ecosystem science, economics and development policy to support the mainstreaming of biodiversity and ecosystem considerations in national policymaking” Launched at CBD COP-11 side event on “How to factor natural capital into decision making and leverage biodiversity finance?” in October 2012 Implemented over three years Three components: 1.) Guidance Material and Training 2.) Implementation of country projects 3.) Communication and Outreach The project is a response to the interest and demand expressed by developing countries, including LDCs, to implement TEEB.

The role of the TEEB UNEP Office developing guidance and training material keeping track of national TEEB initiatives guiding initiatives via TEEB network of experts connecting projects to each other (exchange of expertise and success stories) and funding options providing a platform to present national and sub-national TEEB projects (workshops, TEEBrief, website) national, regional and local capacity building providing – where possible – technical assistance (e.g. support with writing of project proposals; review of local, national and regional TEEB draft outputs) coordinating the TEEB ENRTP project Two methods of support are envisaged for this facilitation: IT IS facilitation For the developed countries UNEP will act as a host and adopts a facilitation role, putting relevant experts in contact with each other. Under this option, UNEP would not actively participate in the development of national studies, and would not provide funding to countries wishing to undertake TEEB work. For those developing countries, UNEP will take a more active and participatory role. This option would provide UNEP with the ability to become more directly involves in country level studies, including being able to provide some funding support.

Sectors and Biomes: examples TEEB for Cities (released in August 2011) Water and Wetlands (Ramsar Secretariat, 2012) Oceans and Coasts Agriculture & Food TEEB and Green Economy (Rio+20 Input) Due to the relatively short timeline (2007-2010) for the production of the TEEB reports, some areas could not be examined in detail and stakeholder demand was expressed to undertake further going sectoral studies March 2013

Outreach, Communications and Networks Upgrading TEEB website and promotion of social media Supporting workshops and meetings in collaboration with partners (e.g. IUCN WCC, CBD COP) Providing and sharing up-to-date news and information about natural capital developments (e.g. via our TEEB brief) Compiling and making available information on TEEB case studies Throughout the process, a strength of TEEB as compared to other initiative was its strong communications and outreach which is therefore also an important component of phase III Website is currently updated 13

TEEB phase III – new website Invitation to take part in interviews to populate website
