The partnership principle in Poland 2014-2020 Marzena Chmielewska

Implementation of the cohesion policy 2007-2013: 16 regional, 5 national OPs Entreprises' scope of interest: new productive investments, export, ICT and digital competences, energy, transport, education and training. Institutional dimension: 20 monitoring committees, number of working groups (2 presided over by Lewiatan), steering committees, etc. Formal dimension: legal acts, strategic documents, criteria for specific actions and measures, guidlines, calls for proposal, evaluations Ad hoc interventions Proactive approach: new ideas and proposals for improvement.

The Partnership Agreement A joint opinion of social partners; focus on partnership principle and on our vision of intervention in 2014-2020 (08.2012): Ministry's questionnaire. An opinion on the “Assumptions for the Partnership Agreement” (01.2013): public consultation, on-line form. 2004-2014: the summary The stronger the principle is, the better for us. We don’t know how to measure effectiveness of the partnership. We have very slight and sketchy knowledge of ways partners are involved across the EU. We haven’t used all the opportunities: Monitoring Committees are understated. Challenge ahead: to improve involvement and performance, build sufficient capacities at all level and in relation to all issues which are important for companies.
