Institutional dimension: 20 monitoring committees, number of working groups (2 presided over by Lewiatan), steering committees, etc. Formal dimension: legal acts, strategic documents, criteria for specific actions and measures, guidlines, calls for proposal, evaluations Ad hoc interventions Proactive approach: new ideas and proposals for improvement.

2004-2014: the summary The stronger the principle is, the better for us. We don’t know how to measure effectiveness of the partnership. We have very slight and sketchy knowledge of ways partners are involved across the EU. We haven’t used all the opportunities: Monitoring Committees are understated. Challenge ahead: to improve involvement and performance, build sufficient capacities at all level and in relation to all issues which are important for companies.
