Linking UWWTD implementation to the WFD European Commission Directorate General for the Environment unit C.2 - Marine Environment & Water Industry 1

Overall level of implementation in 2009/10 (7th report published in August 2013) collecting systems / secondary + advanced treatment

Improve implementation through Urban Wastewater in the Blueprint, 7th EAP and REFIT Improve implementation through - Prepare implementation plans by 2014 - Pilot a structured implementation and information framework (SIIF) Streamline reporting (and administrative burden) Link to WFD RBMP Reduce nutrient pollution Use financing instrument

Next reporting exercise (8th report) Letters to PermRep's this week (reply within six months) Reporting data should refer to 2012 only (2011 data allowed exceptionally if well justified) Reporting process as for the 7th report => only minor updated questionnaire Includes also request to submit implementation plans (in accordance with art 17)

Principles to promote compliance (SIIF approach) Compliance promotion Principles to promote compliance (SIIF approach) - Focus on non-compliant situations - Forward looking perspective - Linkages with the WFD and with Structural Funds - Avoiding increase of administrative burden Needed data/information on - Actions taken/to be taken to address non-compliant situations (full implementation) - Planned/actual expenditure (including EU funds, when relevant) - Connexions with the relevant River Basin Management Plans 5

Contribution to WFD RBMP Implementation plans: Proposed Approach Only relevant for non-compliant part (i.e. full compliance means no need for implementation plan, except possible maintenance) Optional approach (using existing reporting system or gradually moving to SIIF approach) Contribution to WFD RBMP Further discussion with Member States experts on implementation plan reporting Workshop/Expert Group in early 2014

Annex Conclusions 7th implementation report Progress pilot exercise Structured Implementation and Information Frameworks (SIIFs)

7th implementation report (2009-2010): key messages EU pre-2004 MS Significant progress towards full compliance Frontrunners are AT, DE and NL, several others close to it Main challenges relate to maintain/renew infrastructure Continued efforts make full compliance possible by 2015/16 EU post 2004 MS Progress made, but still important efforts required to reach compliance Main bottlenecks relate to available funding Sustained efforts should allow full compliance by 2020 but most likely later Big cities (population > 150,000) Produce almost half of the EU pollution load Overall good compliance rates, however degree of compliance varies significantly between cities 7th EAP and Water Blueprint Underline importance of urban waste water policy for clean waters EC will continue MS support for implementation: 'compliance promotion' => SIIF exercise

7th implementation Report (2009/10): some figures Collecting systems have reached a high level of compliance, almost 94%, at EU-27 level (2 % higher than in the former Report; 15 MS reach 100% compliance). The EU compliance rate for secondary treatment has improved in 4 percentage points, up to 82%. 10 MS reached 97-100% compliance. Compliance rate for more stringent treatment remains stable in EU-15 (90%) MS, increases in EU-12 in 10 points, up to 14%; compliance rate slightly increases in EU-27 (77% overall rate, increase of 2%). 4 MS reach 100% compliance. Waste water collection and treatment reach good levels in big cities (585 big cities in EU generate 45% of EU polluting load (PL)= 277 Mp.e.) and application of more stringent treatment has improved from 77% to 91% of the PL. The share and number of sensitive areas has increased since the previous Report (72,8 to 74,2 % of EU territory); to highlight: EL: + 4,6% FR: + 6,6%, + 48 SA, PT: + 0,9%. Improvement through co-financing: investments 2007-2013 (14,3 B€ in 21 MS) and allocated funds in 2009/10 (13 B€). MS allocating highest amounts of funds (RO, HU, PO, with 5 B€ in total). 9

SIIF pilot CURRENT SITUATION MS level EIONET EU level SIIF PRINCIPLES - Publication of a two-years report with benchmarkings but - Not user-friendly websites - No links with national level - Very low use of data by experts and public CURRENT SITUATION National website(s) (regulation, compliance, mapviewer, statistic viewer, reports…) Under-control reporting exercise but - Lots of manual exchanges and qualification of data - The compliance evaluation is a black box - Long delay to process and managed the information ? EU websites (UWW mapviewer, UWW files in water data center, regulation, bi-annual reports, facts and figures,…) MS level EIONET EU level Current UWW art 15(4)'data model' with about 230 parameters centralized management system National UWW website(s) and all other data and map wiewers EU UWW website(s) and all other data and map viewers SIIF PRINCIPLES National UWW DB EU UWW DB Automatic exchange of data 11

SIIF principles Focus on compliance and national and EU users Ensure transparancy and easy access to data Decentralise (data management system) Share automatically Self assess and qualify Keep-up to date (especially with the not compliant situations) Look forward (more details on new actions to become compliant) Reduce administrative burden Develop step-by-step 12

SIIF pilot Roadmap (1) Exercise launched at the end of 2012 with the participation of all MS and EEA First results : production of a concept paper (still under consultation and discussion) Precision about the principles of the SIIF (former slide), An important part of MS doesn't want to change the current data model and reporting frequency even to have data available for the use of other directives (WFD, MSFD, BWD, SD, International convention and Commission,…) : Simplification of the current UWW data model as much as possible, Minimum addition in the current data model : add of a compliance block (automatically prefilled from the existing data), forward looking aspect block compatible with the different needs (national implementation plan, Regional funds, legal proceeding…) updated at least each year, aggregated data at national level compatible with the different needs (EEA, EC, eurostat, international sanitation questionnaires,….) IT aspects (INSPIRE, agreement with the agency to test the technology choices,…) New EEA UWWTD dataviewer with links to national websites (http://www.eea.europa.eu/data-and-maps/uwwtd), 13

SIIF pilot Roadmap (2) Exercise launched at the end of 2012 with the participation of all MS, EEA and EU interservice consultations First results : production of a concept paper (still under consultation and discussion) Next steps 2014 : Test of the SIIF concept with four pilot MS (IE, SI, LT and CY) and EEA. End of the year final version of the SIIF concept paper. New EEA's ESRI mapviewer online. 2015 - step by step implementation by other MS on voluntary basis, dissemination of the concept in the other policy 14
