Make the Connection National goals for higher education – First in the World Strategic Plan Comprehensive Development Plan (CDP) Program goals and objectives Legislative Allowable Areas (LAAs) Title III – Strengthening Universities Focs Areas

Example National Goals: Broaden U.S. caacity to compete in the global market. Strategic Plan: Expose students and faculty to a broad set of academic experiences to strengthen capacity to compete in the global market. CDP: Goal – Develop infrastructure to provide teaching, learning, and research capacity in language and cultural skills in which Black Americans are underrepresented. Objective: By 2012 – Establish a Foreign Language Instructional Center to “teach less commonly taught languages” to meet the need for the critical language acquisition in the U. S.
