HouseCAT Q4 2016-17 What is the history of the CAT model How is the HouseCAT different What’s in it for You? Implementation stages What is the History Original CAT born 2009 and Died in 2013 (CAT= Community Analysis Tool) How is the HouseCAT different The Original CAT was a reporting tool while the HouseCAT is a Data Quality tool The HouseCAT will check your report before you submit it to SRI against all of the basic edits included on your checklists. What is in it for the HSP? Implementation Stages Q2 of this year we launched this internally within the LHIN to check the reports. Q3 we piloted the tool with 5 CHC’s and Providence Care (due to the complexity of the organizations) Q4 we are rolling out the tool to the rest of the Community Sectors Q2 (Sept 2017): Submissions limited to a maximum of 2. Phase 2: Assessment of value for money across a broader range of estimates. Soft launch in Q4 Q4 approvals will come after the Phase 2 review.

We will go into how to review the outcomes from the model and the process to follow to identify and fix any errors A recorded webinar is also available (link in user guide) for your ongoing reference and training of new staff.
TROUBLE SHOOTING EDITS THAT FAIL Fix in the SRI report Failed Edits that cannot be fixed: Explain on the line or comments page where an edit check has failed, but an explanation is sufficient (Don’t plug numbers to make the edit check go away.) Ex1: Ministry funding that was mistakenly sent through the LHIN Ex2: One time funding FTE’s may not balance Troubleshooting Most edit checks require a fix in the SRI report to pass and must be completed before submitting to SRI In some cases you may fail an edit but know that the data is correct. Provide an explanation on the comments page when this occurs. See examples above.

If you have an issue you can’t resolve you can contact Alex Russell or myself via email providing you have reviewed the guide and listened to the recorded webinar.
Approval States (New) The HouseCAT model is Phase I of II During Phase II the LHIN Consultants will be doing a more thorough review Phase I When you receive an approval for Phase I it is simply a confirmation that the basic edit checks have passed and the data has been submitted correctly Phase II During Phase II the LHIN consultants will be doing a more through review including: Benchmarking Proper use of functional centres Service trends over multiple Quarters/Years Other data quality issues as identified through a deeper analysis of the submitted data The Provider will receive a separate email from the LHIN consultant with a final approval when they are complete. A further discussion may ensue where other risks or opportunities are identified in Phase II
What’s next More Training available Phase II Evolution of the Penalty policy Phase II Phase II will be a deeper analysis of your reporting including benchmarking and cost/benefit analysis. The Penalty policy will be updated for Q2 2017-18 to reduce the re-submits from 2 to 1 (2 submissions in total) The 3 strike policy will remain for Q4 however after 2 failed attempts the contract consultants will be in touch and may require a performance meeting with you or your staff at the LHIN
