Redesign of the International Timetabling Process (TTR) Bucharest, 12 October 2016

Why was the TTR project started? Outdated timetabling process Missing market orientation Lack of harmonisation and cooperation Increasing national constraints Problem of coordination of works 2

How was the TTR project organisation set up? Joint project to redesign complete TT process by RNE and FTE (with support of ERFA) Supported by 3

How was the proceeding in the TTR project? Definition of market requirements by RUs IMs‘ process definition according to the requirements Endorsement and implementation plan Taking into account political framework Evaluation of financial impact 12 October 2016

New process must be beneficial for all parties involved What market requirements were defined by the Freight and Passenger RUs? New process must be beneficial for all parties involved Advanced planning including all stakeholders (long and mid-term) Improved coordination of works Increased quality in path offers Provision of flexibility in certain business areas, if required „Famous egg, wool and milk producing pig“ 5

How did the IMs translate the market requirements into processes? Complete capacity approach Coordination of works Rolling Planning and annual TT 12 October 2016

What does “Capacity Approach” mean? There is only one capacity which has to serve RUs‘ (Freight and Passenger) and IMs‘ needs in an optimised way. Capacity has to be managed in long-, mid- and short-term for international and national capacity. Long-term: Capacity strategy Mid-term: Capacity models (including safeguarded capacity) Short-term: Annual timetable and short-term requests

Examples for IMs‘ Offer: Safeguarding Capacity Capacity Model – per international line, after Advanced Planning Capacity available for annual requests Capacity safeguarded for later requests Capacity required for TCR Simplified example only; the partition of the model will vary from line to line 12 October 2016

How is the coordination of works handled within the TTR project? Good coordination of works is the basis for high quality timetabling. „Coordination of works“ is named „TCR“ (Temporary Capacity Restrictions) within the TTR project Coordination starting 5 years in advance with regular updates RUs reflection on TCR plannings Transparent information exchange TCR is a major integrated element of the capacity approach. Border Point distance time

What does “Rolling Planning” mean? Rolling Planning is a new type of request method for all RUs. Requests can be placed any time Requests are valid for longer periods The applicant gets Precise path for the current timetable period Capacity window (capacity band) for the next timetable periods Precondition is an automated IT supported process. Commercial conditions are required to efficiently steer the process

The Improvements in the Project Higher market orientation Earlier ticket sales possible Higher flexibility in path request and timetable construction Reduced peak loads and higher efficiency Reduced process complexity in request phase Increased reliability due to advanced planning and especially due to TCR coordination Increased quality of timetables More benefit and attractiveness for the transport market 12 October 2016

What are the next steps in the TTR project? Market requirements and framework process Setup Preparation Implementation Monitoring, evaluation, improvement completed Sep 2016 Q1 2017 2021? Work package definition Quick wins Final process description Business case Endorsement Interface MOVE GERM Subgroup TT Gradual process implementation IT implementation Legal implementation 12 October 2016
