Articles of Confederation Was written in 1777, which was the first constitution of the United States of America. A confederation is a group of individual state government who bond together for a common purpose. The Articles established a system for cooperation, or “league of friendship,” among independent states. Set up a one-house legislature… each state has one vote. Had a weak central government. Power remained in the states.
Weaknesses of the Articles Congress could not pass a law unless 9 states voted in favor of it. Any attempt to change, the Articles required a unanimous of all 13 states. For Congress it was very hard to accomplish anything. No power to collect taxes. No common currency. No president. No power to enforce laws.
