‘’Driven by the national vulnerabilities of the Superpowers and the personal and political insecurities of their leaders’’

Why did an arms race develop? The need to keep ahead The need to increase their own reputation Even at the expense of lying!

As one side was perceived to get ahead the other felt the need to catch up = spiral =ARMS RACE

How was this different from other arms races in history? The huge destructive power So great it would AVOID war

‘’What do you do with the world after you have won a victory in such a catastrophic nuclear war?’’ Eisenhower

Nuclear weapons were to be used to pressure opponents to gain political ends
