Noise management is not only the job of the industry Public comments list of GB 1495 led by Ministry of Ecology and Environment - National Development and Reform Commission - Ministry of Industry and Information Technology - Ministry of Public Security - Ministry of Housing and Urban-Rural Development - Ministry of Transport - Ministry of Commerce - State Administration for Market Regulation - Department of Ecology and Environment Protection of Provinces - Technical Service Organization - Manufacturers 3
Traffic noise problems and complaints According to China Environmental Noise Prevention and Control Annual Report (2017), in 2016 the traffic noise accounted 21.7% and construction noise accounted 4.1% of traffic noise problems and complaints But the complaints for traffic noise accounted only 3.0%, compared to the 50.1% for the construction noise. Why? Are the complaints on vehicles, manufacturers, owners, drivers or roads? 4
Possible solutions for traffic noise Acoustic environment regional planning - Any other treatments cannot solve questions basically. Control noise resource - Limit speed, prohibit the horn, quiet road surface, quiet tyres. Control the path - Sound barriers, green the road and environment. Strength the building - Soundproof windows or walls. The solutions are from: ASEP-03-03 - (China) Background and concerns from China on ASEP theory and test method. 5
Key points for traffic noise Acoustic environment regional planning and Control the path (necessary) Control noise resource (necessary) Strength the building (unequal) Manufacturers Municipal Type approval, COP New vehicles Roads Owner and Driver Planning and surface In-use vehicles Driving behavior Where are the duties of vehicle drivers or owners for traffic noise? 6
Key points and R51-03 contents New vehicles 6.2 Limit values, annex 3, annex 5, annex 7, e-ASEP, COP In-use vehicles 6.1 General specifications Driving behavior Public Security Roads Transport, planning and construction In-use vehicles and driving behavior management are urgent. In-use vehicle = durability + owners behaviors. Can ASEP test methods or OICA model support in-use vehicle management? 7
Duties of industry The industry, especially the leading manufacturers, should lead the direction of technology and social development. The influence on the opinions of new generation. The fashion trends. Good for customers and others. Leading the requirements of your customers to a healthy and good direction. 8
High performance vehicle behaviors Normal design:6AT, 192kW, PMR=112. Gears for Annex 3 tests: 3rd gear. 9
High performance vehicle behaviors Sports style:7AT, 185kW, PMR=97. Gears for Annex 3 tests: ---- 10
High performance vehicle behaviors Sports style:CVT, 185kW, PMR=1000. Gears for Annex 3 tests: D 11
Conclusion Simplification ASEP tests is possible. OICA model will make sense for in-use vehicle also. The whole life of vehicle should be considered. Only ASEP for TA or COP is not enough, the whole management system should be engaged. 12
