The Declaration of Panama and the Havana Conference By Michael Haubner, Jordan Johnson-Paez, and Antoine Howard

Declaration of Panama This was created as a safety zone and as a united front against aggressors, specifically between the United States and Latin American countries. It was created in Panama in 1939. The declaration became ineffective when German and British warships were at battle during World War II.

Declaration of Panama (cont’d.) With this declaration put in place, it helped create a neutrality between countries in this hemisphere. The unity among nations helped to create a better defense against the Axis powers; this meant that when we would be involved in WWII, that we would be siding with the Allied Forces (Britain and others).

Havana Conference Pre-history The Netherlands, Denmark, and France were in control of colonies in Latin America. Due to WWII the Monroe Doctrine was nullified leaving the colonies orphaned making them vulnerable for attack.

Havana Conference The US offered the Latin American colonies protection from invasion, attack, etc. American and Latin America leaders met in Havana, Cuba where the US agreed to uphold the Monroe Doctrine ensuring hemispheric cooperation.
