Enhanced Transparency Framework The Paris Agreement and the Enhanced Transparency Framework XI Latin American & Caribbean Carbon Forum October 2017 Mexico City Plenary 5: Towards achieving the 2°C goal: Information matters! Fernando Farias Head of Climate Change Ministry of the Environment of Chile

The Paris Agreement Goals The Enhanced Transparency Framework (ETF) A long-term goal of holding the increase in global average temperature to well below 2°C above pre-industrial levels; Aim to limit the increase to 1.5°C, since this would significantly reduce risks and the impacts of climate change; The Enhanced Transparency Framework (ETF) Would allow to track progress towards the long-term goal through a robust transparency and accountability system

The Enhanced Transparency Framework Objectives Build mutual trust and confidence and to promote effective implementation Provide clear understanding on climate action, including clarity on progress towards achieving Parties’ NDC Provide clarity on support provided and received Inform the Global Stocktake process

The Enhanced Transparency Framework Key Operational Principles Facilitative and non-punitive nature Support needed for its implementation Common framework for action and support Provides flexibility for its implementation

The Enhanced TransparencyFramework scope Developed countries (shall) and parties that provided support (should) Financial, technology transfer and capacity building support provided to developing country parties All Parties (shall) (A) National GHG Inventory Report, (B) Progress made in implementing and achieving NDC Reporting All Parties (should, as appropriate) Climate change impacts and adaptation efforts Developing country (should) Financial, technology transfer and capacity building support needed and received Technical Expert review Developed country (shall) Undergo technical expert review of information submitted on support provided All Parties (shall) Undergo technical expert review of information submitted (A+B) Multilateral Facilitative Consideration All Parties (shall) Multilateral facilitative consideration of progress with respect to efforts under article 9 (support), and its respective implementation and achievement of its NDCs

Other ETF principles : links to NDC implementation and use of cooperative mechanisms under article 6 Promote transparency, accuracy, completeness, consistency and comparability Ensure that double counting is avoided Ensure environmental integrity

Some ongoing discussions on the development of the ETF Build on experience from the existing MRV processes How to build-in flexibility taking into account countries´different starting points and different pace of progress Role of the technical expert review process? Is there a link to the Agreement´s compliance mechanism? ETF and Article 6: Experiences from the Kyoto Protocol that could add value?
