Goal of the Project: to ensure the development of bilateral sectoral social dialogue in the development of a better regulatory framework for promoting the improvement of the business environment in five priority sectors – forest industry, chemical industry, construction industry, transport and logistics industry and telecommunications industry. In order to achieve objective of the project, LBAS has involved cooperation partners in the project - trade unions of the following priority sectors: Latvian Builders Trade Union; Latvian Industrial Trade Union; Latvian Forestry Trade Union; Latvian Public Service and Transport Workers' Trade Unions «LAKRS» Latvian Communication Workers Trade Union. Actual execution: The Latvian Builders' Trade Union cooperates with the Partnership of Latvian Construction Entrepreneurs, and signed a general collective agreement on May 10 , which is followed by the 'collection' of signatures of contractors. At the moment 99% of the required amount of signatures has been collected. The Latvian Public Service and Transport Workers' Union LAKRS participated in a tripartite meeting with the Minister of Transport and Latvian Association of Passenger Transport (LPPA) on February 13, after which work on the content of the General Agreement was held. The LDDK has signed a cooperation memorandum with AS Olainfarm, International Bus Station and LMT, which confirms the further negotiation process towards the closure of the General Agreement. Project result indicators: Concluded 5 generally binding collective agreements in the 5 sectors. Project outcome indicators: the number of events organized for the involvement of sectoral employers 'and workers' organizations in social dialogue - 15 events.

Financing of the Project: In accordance with May 6, 2016 Cabinet regulation Nr. 600 the following financial aid has been grante: Social partners, consolidated EUR 1 406 722,00 LBAS EUR 703 361,00 LDDK EUR 703 361,00 LBAS EUR 468 907,00 5 partner organizations EUR 234 454,00

Project outcome indicators: Implementation time: May 26, 2017 – June 30, 2021 Project outcome indicators: Actual performance at 31.08.2018. – 7 events (15 events in total): 1. LBAS training for partner organization coordinators «KNOWLEDGE AND SKILLS FOR REACHING A SECTORAL COLLECTIE AGREEMENT» notika 10.-11.okt., 2017.gadā, Rīgā. 2. LBAS and LDDK conference «Sectoral collective agreement – mark of quality» organized on December 15, 2017 3. Latvian Communication Workers Trade Union conference «Collective agreement in a company and on sectoral level – growth and development», April 6, Riga. 4. Study visit to Sweden April 25-26, 2018. 5. Congress/conference of Latvian Builders Trade on May 18. 6. Discussion of Social partners in the chemical manufacturing industry June 7 and Forest industry on August 23 2 sectoral market research reports on: chemical manufacturing industry, and Forest industry(do not count towards the outcome indicators of project).

Training for sectoral coordinators KNOWLEDGE AND SKILLS FOR REACHING A SECTORAL COLLECTIE AGREEMENT October 10 – 11, 2017 Goal No. 1- improve the knowledge of coordinators on social dialogue and peculiarities of social dialogue in Latvia Goal No. 2 – identify the potential content of collective agreements according to requirements of each sector. Goal No. 3 – improve communiacation and negotiation skills of coordinators.

Planned events for 2018: Study visit to Finland in September; Creation of handout materiāls on sectoral collective agreements; Sectoral market research report in transportation industry; LBAS un LDDK conference on December 6. 2018.
