All categorize the switches as universal waste Removal of Hg Switches from Motor Vehicles SIMILARITIES in Programs with Bounties (AR, ME, NJ, NC, PA) All rely on existing ELV system to remove the switches; 4 of 5 states require auto recyclers to participate All categorize the switches as universal waste All require automakers to provide make and model info All provide a bounty to partially offset the cost of removal

Removal of Hg Switches from Motor Vehicles DIFFERENCES in Programs with Bounties (AR, ME, NJ, NC, PA) Switches targeted. NC and PA target convenience light switches only; AR and NJ also target ABS sensors; ME requires removal of all Hg switches Compliance plans. AR, NJ and ME require automakers to submit compliance plan; AR and NJ specify the plan contents and require plan approval by the state Who pays the bounty? In AR, NJ and ME, the bounty is paid by automakers; in NC, the bounty is funded by title fees; the PA DEP budgeted $350,000 to pay its $2 bounty

Removal of Hg Switches from Motor Vehicles DIFFERENCES in Programs with Bounties (AR, ME, NJ, NC, PA) Switch recycling. AR, ME and NJ require automakers to pay the costs of recycling the switches Collection containers. AR and NJ requires automakers to provide ELV handlers with a collection container for the switches VINs. NJ requires ELV handlers to record VINs; automakers have insisted on having VINs if they are required to pay a bounty Education and outreach. AR and NJ require automakers to develop and distribute educational materials; in ME, NC and PA, this responsibility rests with the state.

Removal of Hg Switches from Motor Vehicles DIFFERENCES in Programs with Bounties (AR, ME, NJ, NC, PA) Payments to state. AR requires automakers to pay $1 per switch to the state DEQ; NJ requires a 25¢ payment to the state DEP Liability. AR requires automakers to hold ELV handlers harmless for any liability arising from the release of mercury from auto switches Vehicle design. AR and NC require automakers to design vehicles and their components for recycling Other. AR, NJ and NC establish a presumption that a switch contains if the automaker does not know
