ICT-standardization CEN, CENELEC, ETSI W3C, IETF, OASIS, etc ISO, IEC and ITU-T W3C, IETF, OASIS, etc ICTSB: the ICT Standards Board Its sub-group DATSCG – Design-for-All and Assistive Technologies Standards Co-ordination Group

ICTSB Co-ordination point, exchange of views and information Consider standardization requirements and advise on action Dialogue with EU and EFTA on standardization www.ictsb.org Working groups

DATSCG Co-ordination Strong membership of user organizations i.e. EDF, ANEC (www.anec.org), AAATE Single focal entry point on design-for-all and assistive technology standardization Standardization requirements – e.g. from RTD projects Dialogue with EU and EFTA Also links to ISO/TC159 and ISO/IEC JTC1 SC35 Quarterly meetings

Interface with standardization If you do have a new proposal for standardization, you can in any case approach DATSCG Secretary, luc.vandenberghe@cenorm.be You can also approach ETSI, CEN or CENELEC directly, if it is clear where the work should take place ETSI e.g. telecommunications CEN e.g. smart card terminals CENELEC e.g. consumer equipment

ETSI ETSI/TC HF is responsible for standards and guidelines dealing with ease of use and accessibility of telecommunication equipment and services, including the requirements of older and disabled people. Participation to ETSI/TCs is open to ETSI members (e.g. ANEC), but participation as invited party is possible

ETSI/TC HF Chairman: Knut Nordby, Telenor, retires this summer Technical Officer, ted.laverack@etsi.org ICTSB Secretary, gerd.ochel@etsi.org ETSI TR 102 068, "Human Factors; Requirements for assistive technology devices in ICT” Example case of a Braille personal digital assistant connected to a standard mobile telephone Calls for further actions

CEN Technical Committees: national representation (and from associates e.g. ANEC) CEN/TC 224 WG6 on man-machine interfaces for smart cards and their terminals – convenor BALFOUR Adam (ANEC), adam@hfs.no CEN/TC 293 – Technical Aids for Disabled Persons – not (yet) really ICT - chairman claes.tjader@hi.se WG 113 of the Technical Board: CEN/CENELEC Guide 6 (ISO/IEC Guide 71) ENs, Technical Specifications and Technical Reports

ENs The European Standard (EN) leading to full implementation, as national standard, Europe-wide; also serves the European regulatory purposes of the New Approach Standstill Public Enquiry and voting (weighted by nation) National implementation and withdrawal of conflicting national standards

CEN/TS The CEN Technical Specification (CEN/TS) serves as a normative document in areas where the state of the art is not yet stable enough Approved by Technical Committee (weighted vote) Made available by the National Members No standstill No requirement for withdrawal nationally

CWA CEN Workshop Agreement (CWA) aims at bringing about consensual agreements based on deliberations of open Workshops with unrestricted direct representation of interested parties Approval by Consensus of participants CWA in the National Members’ catalogues Not developed in a CEN/TC but in a Workshop established to this effect

CWA characteristics A CEN deliverable Direct participation of interested parties Quick, lightweight processes Openness of the process CWA & parties having developed it Normative documents but also guidance, guidelines, best practices, informational May afterwards be taken further in standards process in CEN (or ISO)

Design for ALL Workshop 5 meetings 2001/09 and 2002/09 Deliverables: CWA14661: “Guidelines to Standardisers of ICT products and services in the CEN ICT domain” Report “Proposals for standardization actions following a review of European RTD-work in the ICT Assistive Technologies (AT) domain” Work programme completed? To close down? Participation has been low – we need you New Workshops can be quickly launched on an as need basis - we need you Contact luc.vandenberghe@cenorm.be

Workshop creation A “Business Plan” (work plan plus funding considerations) National Standards Organization has to take the Secretariat Business Plan sent to NSOs and on the web for comments (openness!) 6 weeks notice till Kick-Off meeting Funding through DG ENTR is possible Managed by CEN/ISSS, CEN’s Unit managing Workshops and CWAs, launched in 1997 as “Information Society Standardization System

CENELEC TV Broadcasting for ALL Virtual Group: a final report (end 2003) on identifying standardisation requirements regarding accessibility of digital broadcasting to JTC Broadcasting CENELEC Technical Committees – national representation Also CENELEC Workshops – CENELEC Workshop Agreements Contact is Pierre Heinrichs – ict@cenelec.org

Conclusions If you do have a new proposal for standardization: Approach ETSI, CEN or CENELEC directly, if way forward is clear Otherwise approach DATSCG The 3 ESOs have mechanisms of direct participation
