Acts/DMR guidelines Health Professionals Council of South Africa (HPCSA) categorized the Vienna Dover as a psychometric instrument Specific stipulation to be used by Psychologist and other professionals for example Occupational and Speech therapist Code of Practice (COP) on Railbound equipment : Section 8.5 makes provision for assessment of operators to ensure capability and competency COP on the Minimum Standards of fitness to work Mine Health and Safety Act – with reference to capability and competency requirements

COP stipulations The mandatory COP for RBE makes the following provisions in section:8.5. for the selection and placement of personnel to reduce the risk of incompetent persons operating and maintaining RBE. Listed in the assessment criteria are the following aspects: Dimensions to be Tested Training Centre Occupational Health Co-ordination x Ability to operate safely Reaction time Attention span Vision test Angle of vision Night or colour blindness Hearing and depth perception Anthropometrics: Mass/Height

Vienna Dover Developed initially for the assessment of basic abilities of brain injured individuals Expanded through research as a selection instrument across the world for Aviation Transport industry Mining With the addition of rehabilitation programs linked to all assessment batteries increased the scope of application to rehabilitation and not only selection of candidates

Application in the mining industry In the mining industry the Vienna Dover has been used for the selection of operators since the 90’s The main application has been the selection of new applicants or promotion as an operator With new technology the scope of application has expanded to enable the assessment and rehabilitation of current operators Currently the Vienna Dover is used by Gold Fields, Anglo Gold, Harmony and Platinum Requirement to implement after a section 54 was issued in 2011 to Harmony on not applying the principles of the COP

Compliance requirements New Recruits Periodicals Assessment of all new applicants Assessment with renewal of certificate of fitness Promotions Post injury / incident or accident Transfers Post illness

Compliance requirements The results would indicate the following: Recommended Recommended with reservations Not recommended All the elements on the Vienna Dover can be rehabilitated unless there is loss of basic ability for example vision (not able to be corrected) ; permanent hearing loss and brain injury

New recruits/promotions/transfers Result Recommendation Recommended Complete COF and proceed to training for capability and shaft for competency Recommended with reservation Occupation Health assessment to determine requirements linked to Minimum standards of fitness to work Additional referral to training for rehabilitation program and job specific training Not recommended Not declared fit for occupation as operator If a current employee allow for rehabilitation program on own time to enable to re-apply ( career development )

Periodicals – responsibility of Occupational health services Assessment Recommendation Vision To meet the requirements of the minimum standards of fitness to work If vision must be corrected with spectacles then restriction to operate to be applied to license to stipulate that individual can only operate while wearing glasses Issue COF Peripheral vision Signal detection fall-out area to determine the risk Referral to rehabilitation Hearing If there is loss of hearing to correlate with outcome on Reaction time to indicate how this is influencing his response time assessment of the risk to determine fitness to operate if hearing must be corrected with a hearing device , restriction to operate to be applied to the issuing of license
