Goal “The goal of the PSD Reform Initiative is to develop recommended changes to EPA rules that implement the Prevention of Significant Deterioration provisions of the Clean Air Act (Title I, Part C), changes that will create a comprehensive program to manage and protect PSD increments and Class I air quality related values (AQRVs) as resources. The changes should establish a practical program that eliminates disincentives in the current rules which are discouraging state and local agencies from addressing cumulative increment consumption and Class I AQRV protection. .”
