Livingston County Human Services Collaborative Body Workgroup Charge Approved: October 2005, Updated 2018 Workgroup Name: Livingston County Transportation Coalition Chairperson: Leo Hanifin, Transportation Advocate Responsibilities: 1. Lead the coalition and its Steering Committee in its development of plans and activities aimed at improved transportation services in Livingston County 2. Chair regular meetings 3. Meet with designated staff 4. Report activities to the HSCB 5. Represent workgroup at appropriate meetings Vice-Chairperson: Pat Hohl, Hamburg Township Responsibilities Fill in for chair in their absence. Serve as chair in next term. Staff Person: Anne Rennie, HSCB Staff Responsibilities: 1. Meet regularly with Chair 2. Develop agenda and materials for meetings with the Chair 3. Research specific information as requested by the group 4. Assist in the development of the Workplan

Original Issue to be studied and/or acted upon when Workgroup was formed: Prior to 2000, public transportation in Livingston County was very limited. Service was only available 8am – 5pm and was focused on meeting agency needs to transport consumers to appointments and to transport employees from other counties to jobs in Livingston County. In 2000, the Transportation Coalition was developed to expand accessibility of public transportation in the county. Since 2000, hours have been expanded to evenings and Saturday hours, but service is still available in the Dial-A-Ride format with no fixed routes. Livingston County is the fastest growing county in Michigan and transportation has been identified as one of the top needs by consumers. There still exists a perception in the county that public transportation is for seniors or persons with disabilities. It has been difficult to expand hours and create fixed routes without public demand for the service. In 2005, the HSCB prioritized transportation as one of the top needs in county and approached the Coalition to become a workgroup of the HSCB.  

Workgroup Goal(s): To increase the awareness of transportation issues and improve public transportation in Livingston County.

LCTC Objectives: Increase the availability of public transportation through: Increased hours of operation Increased service on evenings and weekends Increased coordination with service providers in neighboring counties Increase the understanding of transportation needs, issues, and assets by community members, service providers, and decision makers Conduct a feasibility study to determine the specific transportation needs in the community Maintain a viable community coalition that includes substantial involvement by consumers and transportation users and other transportation stakeholder groups.

Meeting Schedule: The coalition will meet monthly Meeting Schedule: The coalition will meet monthly. The Steering Committee will also meet monthly.   Leadership Structure: The Chair position and Vice-Chair position will each be a 1- year term, beginning in June. Posting and recruitment for positions will take place in April. Steering Committee positions will also be reviewed annually. Reporting Mechanism and Frequency: The Transportation Coalition will present annually at the HSCB meeting and will complete the Success Indicator Report annually in October. In addition, they will share, as needed, any action items, specific needs, or major accomplishments achieved. The group will also report at the HSCB annual meeting.
