UIA OPINION “Unfortunately we do not consider EGTCs as organised agglomeration mainly because their composition could be mixed (not composed only by municipalities), their limited scope (cooperation can be agreed on a limited number of fields), the fact that they are not necessarily set up by national law and therefore they are not recognised as tier of government. EGTCs therefore do not fulfill the initiative’s requirements/definition for organised agglomeraitons”.  

Problems and solutions in ETC Sole beneficiary model: Problem: First level control Solutions: to set up a task force from both the MS (not applied yet) National Co-financing Problem: EGTC GO is a beneficiary of the Italian Co-financing? Solution: After one year discussion, a positive answer was given by the Italian authority 5

Thinking to the future… INTERREG methodology is old (LP principle, three years projects, no possibilities of investment….), Management and control system not adaptable to advanced cooperation actions To launch an advanced cooperation programme on a real cross-border management basis based on cross-border Investment, genuine cross-border planning, SB model
