Background G20 Development Working Group – ICA involvement ICA contributions to MDB Action Plan and High Level Panel Project Preparation funding and alignment as a key challenge to infrastructure development: Funding needs exceed available PPF money by far. Mandate for ICA to work on PPFs (mapping and assessment) Set up a (global) network of PPFs ICA AM 2012: Decision to look into setting up a network ICA Work: Mapping, Fund Finder and Assessment of PPFs First mapping of facilities (50 +) in 2011 by ICA Operationalization of online tool: The “Fund Finder” G20 mandate: ICA Assessment of facilities in 2012 – mapping, analysing the volume of funds available, accessibility of the facilities and their efficiency etc.

Findings: PPF Mapping and Assessment PPF Mapping (and Fund Finder input) More than 50 facilities exists - most of them are … … housed / operated by MDBs and created after 2000 (>30) … designed for SSA (>30) … focusing on public stakeholders as beneficiaries (>30) … focusing on all infrastructure sectors (>30) … In various stages of funding / replenishment Numerous constraints and fragmentation – lack of … … Funding for the initial phase of project development … Orientation regarding the “Tunnel of Funds” for preparation phases … Basic information on existing funding instruments and facilities … Information on projects underway (needing supplementary funding)

Findings: PPF Mapping and Assessment (2) Assessment of PPFs for Africa Funding needs exceed available PPF money (e.g. PIDA) Efficient allocation of existing PPF resources to projects and donor resources to PPFs is required… Shortage of data and information about individual PPFs (for an analysis of impact and refocusing of facilities, efficient coordination and alignment of PPFs) PPFs are highly fragmented across a large number of different facilities and along the project cycle (“Tunnel of Funds”), reducing impact and benefits. Scarce grant resources do not seem to be used effectively. Design of facilities requires deeper insight into activities along the project cycle with a view to the implications for management and financial resources. Varying degrees of current and future relevancy, cost-effectiveness, adequacy: To increase their relevancy PPFs need to ensure sufficient focus on addressing challenges of project preparation, including transformational schemes like PIDA.

Findings: PPF Mapping and Assessment (3) Assessment of PPFs for Africa: Clear Case for a PPF network Instead of rationalising PPFs rather share knowledge, collect data, and improve cooperation at project and facility levels - aligning around priority programs with a Core Group of facilities:

Activities under the PPF Network Data and Information Systematic collection of data, information, reporting about PPFs and their activities Active use, systematic update and regular dissemination of the ICA Fund Finder Development of PPF benchmarking for performance (e.g. cost, output, impact) Knowledge products (e.g. based on data collection) and “Best Practices” for PPFs Project Cooperation Pipeline exchange, joint project origination (and “stock-taking” / analysis,) workshops Tunnel of Funds concept to project allocation (Syndication, “gap-filling”) Collaboration and exchange on PIDA projects “Match-making”, cooperation with all stakeholders, project conferences / workshops Coordination Knowledge Sharing, use of “Best Practices” Increased Dialogue and advocacy with stakeholders, communication, dissemination PPF conferences (inaugural, biannual), workshops (dissemination of products) Reporting to PPF Funders (Donors, MDBs, G20) - resource mobilisation , improved and adequate allocation of PPF funding .

Benefits of the PPF Network Data and Information Enables informed comparisons between PPFs, capture trends and needs Enhances knowledge, visibility and marketing for PPF stakeholders Provide information and tool (Fund Finder) for project sponsors and stakeholders at project and facility levels Project Cooperation Greater efficiency in allocation of existing funding to projects Project identification among PPFs, enhanced cooperation in projects, scaling up project resources where needed, “match-making” with stakeholders Facilitation and increased coordination on large programmes such as PIDA: Tunnel of Funds Increased Project Knowledge Coordination (Knowledge) Greater efficiency in allocation of funding, better benchmarking of performance Dissemination of best practices between stakeholders and PPFs Knowledge Sharing (among PPFS, with stakeholders, ICA knowledge centre) .
