Sustainable Communities Regional Planning Grant Program HUD… supports metropolitan and multijurisdictional planning efforts that integrate housing, land use, economic and workforce development, transportation, and infrastructure investments. 7 Match requirement: 20% Funding Available: $67 million; $400,000 minimum / $5 million maximum (not less than $17.5 million awarded to regions with a population of less than 500,000) Evaluation Criteria (Pre-app): The degree that the plan reflects the federal Livability Principles; The effectiveness with which the plan coordinates housing and Transportation planning and investments; Evidence of targeted areas of economic development, public infrastructure, and community development investment that advances sustainability; A range of enforceable priority areas for conservation of land, open space, energy, and water resources; A thorough set of scenario analyses that form the basis for planning decisions, including maps of current and projected land use and infrastructure investments; An analysis of impediments to fair housing and economic opportunity; A comprehensive strategy to increase the supply of housing affordable to people of all income ranges throughout the region; A commitment to deepen the use of public transportation. Eligible activities: Tasks necessary to develop a comprehensive Regional Plan for Sustainable Development (RPSD), to align investments with this plan, to improve the management capability to implement the plan, and to develop relevant policy, planning, and evaluation capacity. Applicants are not limited to the activities described below and are not required to address all of the activities but shall address those necessary to develop a comprehensive RPSD as is appropriate to their local context.

8 Eligibility to apply: A multijurisdictional and multi sector partnership consisting of a consortium of government entities and non-profit partners Funding Categories: Category 1: Regional Plans for Sustainable Development. Category 2: Detailed Execution Plans and Programs. Application Evaluation Criteria: Capacity of the Applicant and Relevant Organizational Experience (15 points) Needs/Extent of the Problem (10 points) Soundness of Approach (50 points) Match, Leveraging Resources, and Program Integration (7 points) Achieving Results and Program Evaluation (18 points) HUD Priority: Investing in partnerships, including nontraditional partnerships (e.g., arts and culture, recreation, public health, food systems, regional planning agencies and public education entities) that translate the Livability Principles into strategies that direct long-term development and reinvestment, demonstrate a commitment to addressing issues of regional significance, use data to set and monitor progress toward performance goals, and engage stakeholders and residents in meaningful decision-making roles. Over the Road Bus Accessibility Program FTA… to improve mobility and ensuring that the transportation system is accessible, integrated, and efficient, and offers flexibility of choices… projects will improve mobility for individuals with disabilities by providing financial assistance to help make vehicles accessible and training to ensure that drivers and others are properly trained to use accessibility features as well as how to treat patrons with disabilities. 9 Match requirement: 10% Funding Available: $8.8 million; $25,000 minimum / $180,000 maximum Evaluation Criteria: a. The identified need for OTRB accessibility b. Innovative strategies and financial commitment c. The extent to which the OTRB operator acquired equipment required d. The extent to which financing the costs of complying with DOTs rule presents a financial hardship for the applicant. e. The impact of accessibility requirements on service to rural areas and for low-income individuals. Eligible activities: capital and training costs of complying with DOTs OTRB accessibility rule (49 CFR part 37), includes adding lifts, tie-downs, moveable seats, doors and training costs associated with using the accessibility features and serving persons with disabilities. Eligibility to apply: OTRB operators who provide both intercity, fixed-route service and another type of service, such as commuter, charter or tour. FTA does not award grants to public entities under this program.

Veterans Transportation and Community Living Initiative FTA…will help communities build or expand local One-Call/One-Click Centers to bring together transportation services available to the general public with those available to customers of human services programs, and especially services for veterans and military families. 10 Match requirement: 20% Funding Available: $30 million; no minimum, $2 million maximum Evaluation Criteria: Projects will be evaluated by an interagency review team based on the proposals submitted according to: (1)Planning and prioritization at the local/ regional level; (2) readiness; (3)technical, legal and financial capacity; (4) demonstration of need. Eligible activities: Capital expenses related to the establishing a One-Call/One-Click Center: hardware purchases (computers, servers); in-vehicle technology (automatic vehicle location systems, communication devices, mobile data terminals); software(scheduling & dispatching, communications, billing, consumer mobile applications); facility-related capital (purchase, lease, alteration); design and engineering, project administration (not to exceed 10% of costs).

Veterans Transportation and Community Living Initiative (cont) 11 FTA…will help communities build or expand local One-Call/One-Click Centers to bring together transportation services available to the general public with those available to customers of human services programs, and especially services for veterans and military families. Eligibility to apply: Direct Recipients under FTAs Section 5307 Urbanized Area Formula program, local governments, States, and Indian Tribes. FTA Prioritization: 1. Identify transportation and mobility needs of their veterans and military community; 2. Propose to create or increase access to a community One-Call/One-Click Transportation Resource Center or expand existing community One-Call/ One-Click Center to include transportation resources and address identified needs of veterans and military families; 3. Commit to increase the use of mobility management techniques within the VA system; and, 4. Commit to use innovative or technology-based approaches to increase involvement in locally coordinated transportation planning to address additional mobility needs of veterans and members of the military community.

Sustainability Initiative – Transit Investments for Greenhouse Gas and Energy Reduction (TIGGER) FTA…for capital investments that will reduce the energy consumption and/or greenhouse gas emissions of public transportation systems. 18 Match requirement: 10% match expected, can request up to 100% Federal, but will be ranked lower Funding Available: $49.9 million; $1 million minimum / $15 million maximum Evaluation Criteria: a. Evaluation Criteria for Energy Consumption Reduction Projects: FTA will evaluate proposals on total energy consumption savings projected to result from the project, and projected energy savings of the project as a percentage of the total energy usage of the public transit agency. b. Evaluation Criterion for Greenhouse Gas Emission Reduction Projects: FTA will evaluate proposals based on the total amount of greenhouse gas reductions projected to result from the project. c. Evaluation Criteria for All Projects: (1) Project Innovation of National significance (2) National Applicability (3) Project Readiness (4) Project Management (5) Return on Investment (6) Geographic Diversity Eligible activities: (1) The expense must be an eligible capital expense as defined under 49 U.S.C. 5302(a)(1); and (2) The project will assist in the reduction of the energy consumption of a public transportation system and/or the reduction of greenhouse gas emissions of a public transportation system.

A public transportation agency may apply for one or multiple projects in one proposal. Additionally, a State DOT may submit a consolidated proposal for multiple projects from one or more transit agencies in order to meet the $1,000,000 threshold. Sustainability Initiative – Clean Fuels Grant Program, Augmented With Discretionary Bus and Bus Facilities Program FTA…to assist nonattainment and maintenance areas in achieving or maintaining the National Ambient Air Quality Standards for ozone and CO, and to support emerging clean fuel and advanced propulsion technologies for transit buses and markets for those technologies. 20 Match requirement: (1) Vehicles 10% for the net incremental cost of the clean fuels component of the vehicle (2) Facilities10% percent of the cost of the CAA elements of the facility (3) 10% for the total cost of a biodiesel bus (4) 10% for the net capital cost of factory installed hybrid electric propulsion systems and any equipment related Funding Available: $51.5 million Evaluation Criteria: (1) Planning and prioritization at local/regional level (2) The project is ready to implement (3) The applicants demonstrate the technical, legal, and financial capacity to carry out the project (4) Demonstrated Need (5) The applicant demonstrates the benefits of the proposed project in reducing transportation related pollutants (6) The proposed project supports emerging clean fuels technologies or advanced technologies for transit buses (7) Geographic Diversity (8) Budget Information Eligible activities: (1) Purchasing or leasing clean fuel buses, including buses that employ a lightweight composite primary structure and vans for use in revenue service (2) Constructing or leasing clean fuel bus facilities or electrical recharging facilities and related equipment (3) Projects relating to clean fuel, biodiesel, hybrid electric, or zero emissions technology buses that exhibit equivalent or superior emissions reductions to existing clean fuel or hybrid electric technologies
