Group C4. - Regulatory framework. - Nuclear safety Group C4 - Regulatory framework - Nuclear safety - Radiation protection - Security and physical protection QUESTIONS / DIFFICULTIES Need more clarity on responsibilities between NEPIO and Regulatory Body for developing high level regulatory framework. It cannot just be responsibility of Regulatory body but they must retain independence. Real meaning of “independence” needs clarification. Can IAEA help “young regulators” to approve new designs by making use of other competent regulators. IAEA should recreate training programmes for safety assessment and review. Are there benefits in a “single, integrated” regulator in countries just starting a new nuclear programme. TM/WSP 5-9 Nov. 2007

What can be done to manage the risk of regulatory uncertainty. How can a vendor form a view on the response of a new regulator with no “track record” ? Clarify role of independent technical support organisation? How does it relate to owner, regulator responsibilities. TM/WSP 5-9 Nov. 2007

Where does radiation protection fit? Clarify how to deal with Nuclear Suppliers Group with respect to safeguards Is there guidance on optimising application of safety, safeguards and security to avoid unnecessary costs?
