SUL Research in Europe Increasing interest in Europe Researchers from Italy and Spain very prolific in the field Source: Luo (2017) 07/12/2018 Andrea Serena

SUL: a Focus on UDCs UDC: “A facility involving the transhipment of goods directed to urban areas, aiming to consolidate deliveries, and thus provide greater efficiency (and effectiveness) in the distribution process by increasing the truckload factor and decreasing the number of trucks used, which help mitigate urban congestion and air pollution” (Tario et al, 2011) 07/12/2018 Andrea Serena

Italian Case Studies Luccaport (Lucca) Ecocity (Parma) VeloceVicenza (Vicenza) CityPorto (Padova) Aosta, Modena & Rovigo 07/12/2018 Andrea Serena

Italian Case Studies: LuccaPort (Lucca) Owned by Lucca Holding – Lucca City Council 5 million euro investment well connected to the principal highways and equipped with an electric fleet of vehicles However: Did not provide the expected results Lucca City Council tried to sell the project Currently trying to get funded by the Life Aspire project 07/12/2018 Andrea Serena

Italian Case Studies: EcoCity (Parma) 2 million investment By 2015, the project involved 16 transport operators and carriers, 17 food manufacturers and suppliers (fresh and dry products), 7 corporate chain retailers and 10 produce wholesalers, serving approximately the 8% of all the food distributed in Parma However: 14.5 million debt with investors No initial strategic plan for the long term resulted in an unsustainable project Sold after a 20%+ price reduction 07/12/2018 Andrea Serena

Italian Case Studies: VeloceVicenza & CityPorto Padova Legal feud between the local authority and international logistics companies such as DHL, TNT, UPS and FedEX Although the sentence allowed Veloce Vicenza to be the only entity managing last mile deliveries in the city centre, carriers have tried to find alternative ways to overcome this obstacle In 2011 in fact, Veloce Vicenza financially suffered the decision of carriers of managing last mile deliveries through the use of “risciò” – a type of bicycle 07/12/2018 Andrea Serena

Italian Case Studies: VeloceVicenza & CityPorto Padova One of the few successful city logistics projects both at an Italian and at a European level Padua city council decided to collaborate with logistics company such as DHL, Bartolini and GLS , which bring goods to the UDC, letting last mile deliveries to be managed by the CityPorto’s fleet deliveries have increased by 126% between 2005 and 2015, fine-dust pollution in the Padua area has been reduced by more than 25kg, SOx emissions by more than 35kg, NOx by more than 190kg and CO2 by more than 110 tonnes Aosta, Rovigo and Modena, which, collaborating with Padua, are trying to implement similar city logistics solutions within their cities 07/12/2018 Andrea Serena

Key Difference Between CityPorto and VeloceVicenza Stakeholders Engagement Biggest Challenges: Aligning Objectives Alliances with supply chain competitors to share assets Source: Luo (2017) 07/12/2018 Andrea Serena

ProSFeT Project – Stakeholder Engagement Development of a Strategic Decision Support System Objective of facilitating stakeholders engagement Scenario planning tool to be utilised in planning phases of projects to help stakeholders in both defining and reaching targets 07/12/2018 Andrea Serena
