Ministry of Science and IST National IS co-ordinator 21.12.2001: Change of Law on Central Administration Sections (fundamental for administration): the new Section “Information Technology” was introduced 1.07.2002: Minister of Science (at the Office of the State Committee for Scientific Research) responsible for: IT infrastructure, networks and systems in administration; Establishing of IT standards in administration; Supervising and supporting of IT project in public central and local administration; Education and vocation on IT Technology (standards); Development of Information Society in Poland; International cooperation within the IT sector and participation in the EU programs. 1.04.2003: Ministry of Science & Information Society Technology instead of SCfSR MINISTRY OF SCIENCE AND INFORMATION SOCIETY TECHNOLOGY

Main projects in ITC area (1) ICT infrastructure for science: PIONIER: Polish Optical Internet Network – fast Internet for Polish Science (dedicated high speed fibre optic). High speed computing centers (Warsaw, Poznań, Gdańsk, Cracow) and GRID Computing Solution (based on OSS!) Information Society Projects: IKONKA Project: The network of public internet access points in public libraries 1534 in 11 regions (in 2006 all country) Polish Internet Library: The largest digital library in Poland with 25 350 digitalised entities eGovernment area: ePUAP: Integrated information platform supporting the provision of electronic public services for administration (front-office). The Computerisation Act (1) Act on „Informatization” of Public Entities: Voted 17 II 2005 almost unanimously; Published 20 IV 2005; The „Constitution” for IT Section in public administration: Horizontal law (changes in 22 acts where ICT was mentioned); The role of the Act: Gives citizens and business the right to contact public authorities electronically (changes in 18 „sectoral” acts); Establishes Multiannual Strategic Plan for IS Development in Poland (in the 2007-13 perspective) Establishes multiannual projects of public interest (horizontal and sectoral ones) MINISTRY OF SCIENCE AND INFORMATION SOCIETY TECHNOLOGY

The Computerisation Act (2) Technological neutrality of IT systems used by the public sector as a general rule Standardization and interoperability of Public Administration systems: Sets the minimum requirements for IT systems used for the fulfilment of public administration tasks, the public registers, the the electronic exchange of data between public entities. e-PUAP eGovernment „One stop shop” Electronic Platform for Public Services To turn the idea of ‘Gateway to Poland’ form 2002 into concise and systematic plan to introduce a full functionality of digital office at national level Timing – 5 years. Integration of front-office services and back office (STAP Project) The project assumes availibilty of 19 services for citizens and 9 for enterprises.
