Individual Service Funds

WHY AN INDIVIDUAL SERVICE FUND? Without the responsibilities To give people the benefits of Direct Payments opportunities to be creative and take risks To provide Ring-fenced Budget Decision making Close to the person changes as life changes To help people and families take control of their lives and services Regardless of ability to manage it A continuum To offer EVERYONE the chance to have their own budget How the money is used Summer room Computers Camera’s Developing creative ideas – Marie’s book Driving Lessons Portfolio for Hugh Cleaner Sprinkler systems Birds of Prey hobbies Lifts New kitchen Garden landscaping Paying off mortgage Planning events Holiday’s Furniture decorating Dates and mates Clubs Drama lessons Football season ticket

HOW? Ways to Organise an Individual Service Fund Organisation can use commissioned funding and create ISF’s for each person –(INCLUSION MODEL) Contract with LA (Person third party) Local Authority asks the organisation to manage an ISF on behalf of someone –(OPTION 2 SDS ACT SCOTLAND) Contract with LA(person third party) The person or family has a Direct Payment and asks you to manage all or a part of this as an ISF Contract with Person or family (LA Third Party) This bit really is about identifying the different ways an ISF can sometimes be contracted Inclusion Glasgow is 20 years Old this year and has ran solely using ISF’s before and after the ACT Some people will have been assessed for SDS and some wont. The contractual arrangements change dependent on who asks you to manage the ISF but really is always a THREE WAY CONTRACT THE PERSON THE ORGANISATION AND THE LA

What is an ISF do we know when we see one? ITS EASY FOR PEOPLE TO ADOPT THE LANGUAGE IT’S A CHALLENGE TO CONSIDER ALL THE ASPECTS WHICH MAKE AN ISF MEANIGNFUL FOR SOMEONE AND A VEHICLE FOR HELPING THEM TAKE CONTROL OR GET A GOOD LIFE

ISF FRAMEWORK Knowing My Budget Service to suit me Money used for a good life not just a service Involvement as much as I can or want A good life I WOULD ASK THAT WE CONSIDER ALL OF THE IDENTIFIED ELEMENTS HERE AS PART OF PROVIDING AN ISF ISF IS A VEHICLE OR AN UMBRELLA UNDER WHICH THESE THINGS HAPPEN YOU CAN CHECK MY BUDGET SERVICE DESIGN FOR ME USING MONEY FOR A GOOD LIFE INVOLVEMENT AS MUCH AS YOU WANT OR CAN BE To edi

What Defines an Individual Service Fund ? Knowing the budget available Service Design that meets the persons needs - flexible and tailored Creative use of money to meet outcomes for a good life People being involved as much as they can and want to be to direct their support These elements together define an Individual Service Fund! Frances Brown 2014

hopes, desires and capacities Family community and connections The persons needs hopes, desires and capacities IT IS ESSENTIAL YOU SHOULDN’T NEED TO FIT TO WHAT WE PROVIDE WE NEED TO BE FLEXIBLE AND BE ABLE TO DESIGN SOMETHING FOR YOU The resources and budget they can use Supports and services that are available

Where are decisions made and by whom? By the Organisation Or people who work For you POWER CONTINUUM MOVING By you or people who care about you REMEMBER THAT WE MAY BE MAKING DECISIONS ON PEOPLES BEHALF BUT IF WE ARE AND THE POWER LIES WITH THE ORGANISATION WE NEED TO BE EXPLICIT ABOUT THAT THIS CHANGES OVER TIME OR WE FIND OTHER PEOPLE TO HELP THE PERSON TO BE ON THEIR SIDE – FAMILY FRIENDS CIRCLE ADVOCATES

The Planning Process Reviewing the ISF Service design Budgeting each year Plan and outcomes Living life Now! IT’S A LIVING THING ITS NOT JUST OK WEVE DONE THE ISF /LIFE CHANGES GOALS DREAMS AND OUTCOMES CHANGE To edit footer go to: View> Header and Foot

Callum’s story

SELF DIRECTED SUPPORT FOR ALL ONLY ISF’S WILL ALLOW SDS TO BECOME POSSIBLE FOR MOST PEOPLE WHO RECEIVE SOCIAL CARE SERVICES Direct Payment ALONE CANNOT DO THIS TO BE ARRANGED SERVICES. ISF’s flexible services which give people power and control and access to their budget HOLDS THE KEY -

NO CHANGE THERES NO POINT IF!!!! NO CREATIVITY NO INFORMATION NO TRUST NO CHOICE NO CHANGE
