Pennsylvania’s ESSA Submitted Plan Review Craig Hummell, Curriculum Specialist THE Intermediate Unit 1 10/2017

Pennsylvania’s ESSA Consolidated State Plan Introduction Section 1: Long-term Goals Section 2: Consultation and Performance Management Section 3: Academic Assessments Section 4: Accountability, Support and Improvement Section 5: Supporting Excellent Educators Section 6: Supporting All Students Pennsylvania’s ESSA Consolidated State Plan

Section 1: Long-term Goals Long-term goal design: •Baseline year: 2014-15; Long-term goal year: 2029-30 •Reflects analysis of achievement data at state and subgroup levels •Disaggregated by subgroup •Disaggregated by content area (ELA, Math) Section 1: Long-term Goals

Sample Calculation: ELA Combined Goals for all of PA’s Assessments: PSSA’s, Keystones and PASA’s This calculation is for the “All Students” Subgroup Sample Calculation: ELA Long-Term Goals

Sample Calculation: Math Long-Term Goals Baseline is 43.2% (2014-2015) (56.8% Gap – Close ½ the Gap or 28.4%) 2030 Goal is 71.6% proficient/advanced OR 2.18% per year over 13 years. Combined Goals for all of PA’s Assessments: PSSA’s, Keystones and PASA’s This calculation is for the “All Students” Subgroup

Academic Proficiency Goal Chart By Subgroup

Section 1: Long-term Goals, Graduation Rate Baseline is 84% - Goal is 92% •ESSA requires use of four-year adjusted cohort rate •Schools with a graduation rate of 67 percent or below identified as Comprehensive and Support Schools (CSI) •Pennsylvania will propose greater of four-or five-year cohort rate Section 1: Long-term Goals, Graduation Rate

Graduation Chart by Subgroup

PA Academic Assessments PSSA, Keystone and PASA will still be used for ESSA Accountability Testing time will be reduced for PSSA’s effective Spring 2018 by 20% Will continue to double-test for 8th grade math – Due to the way the statute is written, 8th grade students would be required to take an additional assessment at the high school level, and PA would be required to develop this assessment…

ASSESSMENTS: ELA Blast – SAS Portal 2018 Testing Reduction-Pennsylvania plans to reduce the ELA 3-8 PSSA assessment from 4 to 3 sections. This will take effect with PSSA testing in 2018. The mode-specific writing prompt has been removed and the number of language multiple choice items has been reduced. PDE will post the revised ELA test blueprint when finalized. To assist districts in meeting the mode- specific writing standards, PDE is currently working on performance-based writing assessment resources to add to the SAS portal. 2018 Item Samplers Keystone and PSSA Item Samplers will be posted by the end of September.

Assessments: Testing Windows for PSSA Testing windows will remain the same for this year, with Districts making a local decision as to where they will give the test within the window (since the test was shortened). In 2018-19, the calendar will be built differently, with a speed-up in the return of scores (with a make-up window removed to help speed up score return).

Accountability Indicators Increases attention to academic growth Uses fewer indicators Will align with new Future Ready PA Index (Fall 2018) Achievement, Academic Progress (Growth), English Learner Progress and Graduation Rate are all required by ESSA Career Readiness Benchmark, Chronic Absenteeism are State required indicators

Accountability Indicators, Continued Career Readiness Benchmark - % of students who demonstrate engagement in career exploration and preparation, with individualized career plans through specific measures by grades 5, 8 and 11 Grade 5: Demonstrate engagement in career awareness and preparation (ex: www.pacareerzone.org) or other locally designed program Grade 8: By the end of grade 8, create an individualized career plan and participate in career preparation activities Grade 11: Implement their individualized career plan through development of a career portfolio and participate in career prep activities. Chronic Absenteeism – Percentage of students who have missed more than 10% of school days in the academic school year Subgroups to include: All students, economically disadvantaged students, English learners, race/ethnicity, students with disabilities Minimum number of students: 20 Accountability Indicators, Continued

Accountability: The Future Ready PA Index The Future Ready PA Index is still in development, with ‘still’ screenshots being shared by November. It will take the place of SPP as the public document, however SPP will remain due to Educator Effectiveness. More information, including an overview, can be found at the PDE website, www.education.pa.gov. 3 Components – State Assessment Measures, On-track Measures, College and Career Readiness Measures Percent Advanced will be not be used for extra credit, but in another section of the Index. On-track Measures include Grade 3 Reading Indicators of Success, Grade 7 Mathematics Indicators of Success, English Language Proficiency, Chronic Absenteeism Career Readiness Measures Future Ready will go into effect next Fall…
