Introduction ‘The high number of Road Crashes and their associated consequences have a significant impact on the South African society, which continues to hamper socio-economic development and impact on the well-being of all South Africans’ (CoC 2016) Is it acceptable to have 14,000+ people die on our roads annually? What is the Cost to the South African Economy? Do we have the means to reduce the carnage on our roads?

Introduction

Queensland's Road Safety Strategy 2015–21 Safe System Approach Adopted in SA through the UNDA collaboration Aims at improving road safety Holistic view of the road transport system and interactions on roads and roadsides, travel speeds, vehicles and road users An inclusive approach - caters for all road users Recognises that people will always make mistakes and may have road crashes System should be forgiving - crashes should not result in death or serious injury  Queensland's Road Safety Strategy 2015–21

Safe System Approach Guiding principles to the Safe System approach People make mistakes. Humans will continue to make mistakes, and the transport system must accommodate these. The transport system should not result in death or serious injury as a consequence of errors on the roads. Human physical frailty. There are known physical limits to the amount of force our bodies can take before we are injured. A ‘forgiving’ road transport system. A Safe System ensures that the forces in collisions do not exceed the limits of human tolerance. Speeds must be managed so that humans are not exposed to impact forces beyond their physical tolerance. System designers and operators need to take into account the limits of the human body in designing and maintaining roads, vehicles and speeds.

Road Crash Statistics -21 -239 2015→2016 2010 UNDA Fatality Target The high number of Road Accidents and their associated consequences have a significant impact on the South African society, which continues to hamper socio-economic development and impact on the well-being of all South Africans. In line with the ‘Safe System’ approach, road safety audits, appraisals and network

Road Safety Audit Manual 2012 SARSAM published in 2012 by RTMC Various authorities use principles of SARSAM-2012 - SANRAL Policy 2016 Should SARSAM principles be MANDATORY? RTMC Reviewed the SARSAM-2012 in 2018 Road Safety Audits (new roads & upgrades) Road Safety Appraisals (existing roads – HazLocs) Road Safety Network level assessments (NETSAFE / SA-RAP)

Registration of Road Safety Auditors NRTETC Resolution 2016 – Registration of RSAs as subcategory with ECSA RTMC/ECSA MOU in 2017 - create subcategory for RSA registration 2017 – Feasibility study approved by ECSA June 2018 – Version 1 of Discipline Specific Training Guide to ECSA

Registration of Road Safety Auditors Procedure to formalize Registration Process for RSAud Obtain permission from ECSA to establish a Specified Category for RSAud Establish the Category by forming a registration committee in terms of the Engineering Professions Act; Develop a registration policy document and publish it as a Board notice; Develop a description / profile for RSAud, and the application form; Set interim assessment criteria for registration; Amend the existing regulations to formalise RSAud; Liaison with road infrastructure authorities.
