Knowledge Management for Policy The experience of JRC Krzysztof.MARUSZEWSKI SMEs in the Circular Economy Workshop, February 20th 2018, Brussels

Knowledge Management in the European Commission President Juncker’s mission letters to the Members of the College "a modernisation of the Commission’s ways of working, with a strong emphasis on teamwork, overcoming silo mentalities and harnessing synergies between portfolios" Commission Communication on Data, Information & Knowledge Management C(2016) 6626 Improving information retrieval and delivery Working together and sharing information and knowledge Maximising use of data for better policy-making Creating a culture of knowledge sharing and learning

The JRC strategy 2030 Transforming JRC from a traditional research-making organisation into a manager of knowledge for EU policies Creation of a ‘Knowledge Management layer’ in the organigram to flexibly mobilise scientific competences to work on policy problems; KM professionalization programme for the staff and new tools for collaboration, to help scientists dealing with over-abundance of knowledge against the emergence of a polarised political ‘post-fact’ culture; Delivering ‘state-of-the-art’ scientific knowledge put into context, "making sense" of it to effectively help policy makers to take informed decisions.

Knowledge Centres

Knowledge Centres Knowledge Centres are virtual entities, bringing together experts and knowledge from different locations inside and outside the European Commission. Their objective is to inform policy-makers in a transparent, tailored and concise manner about the status and findings of the latest scientific evidence. Knowledge Centres on 'Disaster Risk Management', 'Migration and Demography' and 'Territorial Policies' were started in 2016. Two new ones will be launched in 2017 on 'Bioeconomy' and 'Information for Global Food and Nutrition Security'.

Competence Centres

Competence Centres Competence Centres complement Knowledge Centres by focusing on analytical tools which can be applied to any policy area, and by bringing together in one place extensive expertise in this field. The Competence Centres 'Composite Indicators' 'Microeconomic Evaluation' and 'Text Mining and Analysis' have already been established while a Competence Centre ‘Modelling', is planned for launch in 2017. The latter will include an inventory of models used by the European Commission

EU Policy Lab

What we can offer to EREK JRC has expert knowledge on resource efficiency. For instance, JRC develops: technical criteria for eco-design requirements and EU Ecolabel criteria for products best available techniques reference documents (BREFs) for industrial installations best environmental practices for businesses/organisations in various economic sectors These are: targeted guidance of specific relevance for SMEs in several sectors (e.g. food & drink manufacturing, metalworking or tourism) developed under EMAS* but for any organisation to use being turned into a web-based user-friendly platform to disseminate these best practices and to work together with stakeholders at identifying further ones. JRC can contribute its experience and the best environmental practice knowledge base to EREK and develop it further with EREK members * EMAS: EU Eco-Management and Audit Scheme
