Outline Global Assessment of Energy Accounts Progress on solving the issues Progress with the drafting SEEA-Energy and IRES SEEA-E and emission accounts

Global assessment of energy accounts 20 of the 38 responding countries compile energy accounts Energy accounts in physical and monetary terms are the domain of NSOs Issues in implementation Lack of agreed methodology – an important impeding factor Definition of reserves Valuation of energy reserves Decommissioning costs Classification of energy products Recording of losses Renewable energy

What has happened since last UNCEEA meeting? Chapters 3 and 4 on physical and monetary asset accounts have been revised after input from the drafting group and recommendations of the LG meeting Chapters 5 and 6 on physical and monetary flows have been drafted and will be circulated to the drafting group in August 09 Consultation with the Oslo Group (Ottawa, Feb 09) Issue papers to the London Group

Progress on issues Classification of energy resources Valuation of energy resources Renewable energy resource stocks Decommissioning costs Losses Double counting Emission permits Recording natural resource depletion

IRES and SEEA-E Issues addressed by IRES that are needed for the SEEA-E and SEEA and issues of consistency between SEEA-E and IRES Classification and definition of energy products Conversion factors Classification by purpose Classification of energy industry/sector Losses and theft of energy Monetary data items Terminology

IRES and SEEA-E Timeline SEEA and SEEA-E Issues should be solved by the end of 2009 IRES ?

SEEA-E and air emission Outline of the SEEA-E includes a chapter on energy related air emission No clear cut decision on this at the last UNCEEA meeting Should a separate SEEA-Air Emissions be developed to cover all Air emissions? And cover energy-related air emissions in the application chapter of the SEEA-E?

Future activities 2009 Circulate revised drafts of Chapters 5 and 6 to drafting group Drafting chapters 6, 8 and 9 and submit them to the review group for consultation Draft outcome paper on the recommendations of the last London Group meeting Draft issue papers for the next London Group meeting (Wiesbaden December 2009) Expert Group meeting on the complete draft of the SEEA-E (December 2009)

Future activities 2010 Revise chapter to include recommendations from EGM Global consultation to review SEEA-E Approval by the UNCEEA and recommendation for its adoption by UNSC (2011)

Questions to the UNCEEA The Committee may wish to express its views on: List of issues and timeline that impact both IRES and the SEEA-E? Having a separate publication on air emission accounts covering energy-related emissions as well all other air emissions? the process for the finalization of SEEA-E?
