The Monroe Doctrine 1823 – President James Monroe Warns European nations not to colonize or interfere with other nations or areas in the Western Hemisphere (the Americas). Cuba wanted independence from Spain = Spanish-American War Puerto Rico, Guam, Philippines became territories of the U.S., Cuba remained under much US control.
