Reporting on QUALITY issues From the Quality Team of Eurostat & Quality Working Group to the DIME/ITDG Eduardo Barredo Capelot – Director of GFS and Quality, Eurostat DIME/ITDG SG meeting, Item 8 – Luxembourg, 28 June 2016

Members of the DIME/ITDG are invited to Acknowledge the developments in the different areas of quality, as presented on the following slides Provide any comments and suggestions on the future work and directions Promote the respective initiatives and developments within the National Statistical Institutes, as appropriate

Follow-up of the February Q Workshop Mandate of the High-level Group drafted and approved by the ESSC of May 2016 Quality Declaration of the ESS drafted and discussed by the PG of April 2016 – to be finalised in the coming weeks by the High-level Group, for adoption of the September 2016 ESSC First meeting of the High-level Group planned for 8 July Continuous information to the DIME/ITDG and Quality Working Group

Q2016 conference – overview, main results 32 parallel sessions + 8 special sessions + 4 speed talk sessions + 3 plenary sessions 426 registrations + 66 from staff of INE Participants from 61 countries, 119 institutions, 47 NSIs and 7 central banks 154 participants in the training courses (31 May 2016) Overall evaluation was very positive

Implementation of SIMS – progress report Item 8 DIME/ITDG Steering Group 28th June 2016 Jan Planovsky / Bogdan Zdrentu Eurostat B5 Data and Metadata Services and Standards

Background DIME/ITDG meeting in February 2015 and the ESSC meeting November 2015: Supported a full standardisation of the ESS reference metadata by end of 2018; Acknowledged the revised versions of the ESS quality and reference metadata reporting standards (ESMS 2.0 and ESQRS 2.0) as part of SIMS and the timetable for their implementation.

Implementation 2015-2016 ESQRS: 10 processes ESMS: 9 processes Time Use Survey (TUS); Community Innovation Survey (CIS); Detailed Data on Demographic Events (3 processes: BAL, UNI and URE); Causes of Deaths (COD); Structure of Earnings Survey (SES); Owner-Occupied Housing (OOH); Enforcement of Immigration Legislation (EIL); Housing Price Statistics (HPS); Structural Business Statistics and global value chains (RSBS); European Health Interview Survey (EHIS); Foreign Affiliates Statistics (SBS-FATS); Farm Structure Survey (FSS); Residence permits (RES); Structural Business Statistics (SBS). Accidents at Work (ESAW); Structure of Orchards and Vineyards (VIT).

Implementation 2015-2016 First week of August (1-5) – migration to SIMS 2.0 All current files collected and disseminated are migrated to SIMS 2.0. Metadata Handler developed further to meet user needs and incorporate new trends: Improved interoperability with national systems; Improved flexibility for disseminated metadata.
