The Future of Scrutiny Karen Fraser Team Manager Adult Services

Our vision A vision without a plan is just a dream A plan without a vision is just drudgery But a vision with a plan can change the world

It’s our job to… Provide assurance and protection for people who use services, their families and carers and the wider public Play a key part in improving services for adults and children across Scotland Act as a catalyst for change and innovation Promote good practice

What we do Inspection assures people that things are working well and shows what needs to improve. We carry out thousands of inspections every year of regulated care services used by people of all ages With partner bodies, we carry out joint inspections of children’s and adult services on a strategic basis

So what’s changing? No longer about compliance Designed to evidence the impact that care has on people’s lives and individual experiences. Based on outcomes New inspection report styling

Why make changes? Targeting our efforts More ownership of improvement by services Implementation of new Health and Social Care standards

Health and Social Care Standards

Voice of the service user “I receive” or “I experience”? “I am listened to” or “I am understood” “My views are taken into account” or “I decide”? “I am involved” or “I control”? “I am treated with respect” or “I am respected”

Care Inspectorate’s response No big bang approach We will set out our expectations clearly New model of inspections from April 2018 – gradually Scrutiny of strategic commissioning

New inspections model - April 2018 onwards Quality indicator framework with SE at core May well change themes / grades Proportionate, intelligence-led, risk-based Recognise care services are not being asked to meet all standards alone Commitment to work together during 2017/18

Inspecting Visits will continue to be unannounced Poorer performing services targeted Focus on outcomes: Health and Social Care Standards Human Rights based Enforcement

Improvement advisers Helping care services improve is a major focus for us. Support from inspectors throughout the year Improvement advisors: - pharmacy - rehabilitation - dementia - tissue viability - continence - infection control
