INSPIRE Directive INSPIRE lays down general rules to establish an infrastructure for spatial information in Europe for the purposes of Community environmental policies for policies or activities which may have an impact on the environment. INSPIRE is to be based on the infrastructures for spatial information established and operated by the Member States INSPIRE is a distributed infrastructure. INSPIRE does not require the collection of new spatial data INSPIRE does not affect existing Intellectual Property Rights Entry into force 15 May 2007 Implementation into national laws: 15 May 2009

Scope INSPIRE Directive Spatial data held by or on behalf of a public authority operating down to the lowest level of government when laws or regulations require their collection or dissemination 34 Spatial Data Themes laid down in 3 Annexes INSPIRE main aim: data and service sharing Technical harmonization Organizational harmonization: removal of obstacles to access Art. 17.2: The measures provided for in paragraph 1 [sharing of spatial data sets and services between public authorities] shall preclude any restrictions likely to create practical obstacles, occurring at the point of use, to the sharing of spatial data sets and services. INSPIRE only addresses data held by public authorities (or by a third party on behalf of a public authority) INSPIRE will only affect public authorities which are the custodian of relevant data that needs to be reported, collected or disseminated to a higher level of administration. Data collected for local purposes only falls not under INSPIRE. INSPIRE covers in its scope 34 themes of data, which, as you will recognise, are used for developing information systems for a wide variety of applications.

INSPIRE Spatial Data Scope Annex I Coordinate reference systems Geographical grid systems Geographical names Administrative units Addresses Cadastral parcels Transport networks Hydrography Protected sites Annex II Elevation Land cover Ortho-imagery Geology Harmonized spatial data specifications more stringent for Annex I and II than for Annex III

INSPIRE Thematic Scope Annex III Statistical units Buildings Soil Land use Human health and safety Utility and governmental services Environmental monitoring facilities Production and industrial facilities Agricultural and aquaculture facilities Population distribution – demography Area management/restriction /regulation zones & reporting units Natural risk zones Atmospheric conditions Meteorological geographical features Oceanographic geographical features Sea regions Bio-geographical regions Habitats and biotopes Species distribution Energy Resources Mineral resources

INSPIRE is a Framework Directive INSPIRE Components Metadata Interoperability of spatial data sets and services Network services (discovery, view, download, invoke) Made available through the European geo-portal Data and Service sharing (policy) Coordination and measures for Monitoring & Reporting INSPIRE is a Framework Directive Main provisions in the Directive -> transposition into National legislation Implementing Rules, issued as Commission Regulations/Decisions, “designed to amend non essential elements of the Directive by supplementing it”, to be adopted by the Commission through the comitology procedure

Implementing Rules on Metadata Result of extensive collaborative work between Drafting Team, Commission, and stakeholders through 2005-07. Proposal for a Regulation unanimously approved by INSPIRE Regulatory Committee on 14/5/2008. European Parliament completed its scrutiny on 18/6/2008. Formal adoption by the Commission on 3rd December 2008 Published on OJ 4th December First European law requiring to document spatial data and services.

Key features Focus on Discovery and elements needed to implement the requirements of the Directive and allow interoperability through standards Requires Unique IDs for datasets and introduces link between data and services. Non-binding guidelines that allow conformance with EN ISO 19115 (data) and EN ISO 19119 (services) + interoperability with e-government through ISO 15836. Technical coherence with standards tested with MD on-line Editor freely available via EU Geoportal: http://www.inspire-geoportal.eu/inspireEditor.htm
