NATIONAL COMMUNICATORS FORUM : 28 SEPTEMBER 2018 PRESENTATION ON THE MUNICIPAL LEADERS MEDIA AND STAKEHOLDER ENGAGEMENT PROGRAMME (MSEP) NATIONAL COMMUNICATORS FORUM : 28 SEPTEMBER 2018

OBJECTIVES OF THE PRESENTATION To present to the National Communicators Forum the capacity building offering of SALGA through the SALGA Centre for Leadership and Governance (SCLG); To provide status update on the implementation of the Media and Stakeholder Engagement Programme (MSEP); To facilitate enrolment of Municipal Communicators into the MSEP programme.

MSEP – BACKGROUND CONTEXT The South African Local Government Association through the SALGA Centre for Leadership and Governance (SCLG), offers a Municipal Leaders Media and Stakeholder Engagement Programme (MSEP) which is a credit bearing skills programme aligned to National Qualification Framework level 4 consisting of 3 unit standards totaling twenty (20) credits; This skills programme training methodology consist of blended learning sessions encompassing classroom in-contact sessions and a practical element based on simulated media interviews applicable to various media platforms

PROGRAMME OBJECTIVES The programme is aimed at but not limited to the following: Enhancing leadership and governance capabilities to drive professionalism and excellence in a dynamic and complex Municipal environment. Fostering a continuous learning environment to help target audience understand, contribute, implement and adapt media and stakeholder strategies to achieve important system-wide outcomes. Adopting an action learning and reflection philosophy. Enhancing learning and developmental transfer.

LEARNING OUTCOMES At the end of the three day programme, Municipal Leaders would be able demonstrate the following skills and abilities : Apply leadership skills to relationship management. Apply communication principles, strategies & processes in a leadership role. Utilize advocacy & lobbying skills to represent municipal interests in intergovernmental structures and processes.

PROGRAMME BENEFICIARIES The programme is targeted at 1400 beneficiaries consisting of the following Primary Target Audience Executive Mayors/Mayors Deputy Executive Mayors/ Deputy Mayors Speakers of Council City/ Municipal Managers Secondary Target Audience Spokespersons Ward Councillors

PROGRAMME IMPLEMENTATION The MSEP programme is implemented over a 3 day period as follows:

“Best of Breed Approach” SIMULATION APPROACH “Best of Breed Approach” The MSEP brings together media experts, academic practitioners, local media personalities in a dynamic blended learning programme. With a focus on practical skills the programme features a simulated ‘live’ panel discussion which is recorded as part of participant portfolio’s of evidence.

RECOMMENDATIONS IT IS RECOMMENDED THAT THE NATIONAL COMMUNICATORS FORUM: Notes the presentation; Considers institutional mechanisms of collaborating with SALGA through its SCLG as part of its programme of action; Communicators in their individual capacities are urged to fill in the MSEP Expression of Interest Form in order to assist SALGA to plan its MSEP roll – out programme.
