IOP perspectives Some European point of view with the help of Alstom,Entsoe,EDF Andre Maizener 11/11/2009
European Involvement Participation of early, and on going IOP's (EDF) UCTE IOP in Paris 2009 Planned CDPSM in Switzland 2010
WHY? - ENTSOE will clarify its position before the end of the year Towards IOP Towards IEC standards difficult decisons for the TSOs How to contribute? - large intrgrating companies - large users doing there integration - vendors of individual equipments -who should be interested in IOPs process -
Some Requests The IOPs should not be limited to a market America, Europe, Asia) A process: The IOPs session should be well scheduled in advance, the attendance clear The rules open and must be respected by all participants The dead lines must be respected and strict: The IOPs must precede the standard IOPs should serve as proof of concept for the standard standards must not evolve to often and ,have a clear roadmap
How? a good coordination and organisation capability an open , neutral, rather stable organisation, Need for public certified test files Synchronisation between IOPs and standard publishing Open question : certification?
Key problem All this has a durable cost Who is going to fund all this? Group of vendors Users group Utilities Institutional bodies (EPRI, …) => not a sole source
