Overview Business Problem: Project Goals: Desired Project Outcomes: Educator Preparation Programs (EPPs), Local Education Agencies (LEAs) and State Education Agencies (SEAs) need access to better data on the educator preparation process at key points in the teacher talent pipeline. Project Goals: Connect data from the EPPs to data from NMTEACH which will allow NMPED and the colleges of education to determine the relationship between pre-service training teachers with their in-service effectiveness and to allow NMPED to score the EPPs based on an analysis of this relationship. Desired Project Outcomes: An automated data submission vehicle via secure file transfer protocol (SFTP) and ODS, creation of a data review platform to enable the EPPs and NMPED to address questions regarding data quality, and a secure mechanism to share the scores cards from NMPED to the EPPs.

Close Out Summary The Educator Preparation Program Project closed in a Green status. The project was initially planned to end on November 1, 2017, a no- cost contract extension was needed due to delays in development and testing. The project ended in December, 2017 and final report from I V & V was delivered on June 8, 2018. This product in part is being used to support the area of scores in the Educator Prep Program, while the lack of a maintenance contract hinders the initial full use of the project. There are no plans to fund maintenance and support of this product. The agency is reviewing the systems and processes for moving forward.

Lessons Learned Reduce the relationship/interdependency between projects to avoid related project failure. If interdependencies exist, understand the order and priorities of each project and manage them accordingly. Plan early to avoid the need for immediate/aggressive development and sub-contracting. Procure with a company that has proven experience and excellence in Education Preparation and IT development related to Education Preparation. Consider in-house development early to avoid unnecessary outsourcing Identify department staff resources early to avoid overextension. Maintenance and Support should be included in initial contract.
