Implementation phase Make simple and univocal decision rules A publisher needs in his daily work a clear dissemination strategy and related to that, an outline of a publishing policy Distinguish strategic considerations from tactical and operational ones Ad hoc deviations from strategy will give rise to problems on the shop floor Be flexible enough to go along with new developments
