A pleasure to see old friends and new faces. When Ellen and I decided that having a conference for our International Users to gather in one place and discuss their uses of JTLS and their recommendations for future versions we did not think that it would grow to this magnitude. Our small perspective of interoperability is JTLS! Everyone talks about interoperability; combined, coalition and joint training; regular and irregular warfare; homeland defense; small M&S footprints; … We think our JTLS users are realizing these capabilities today, with continued input to the process and daily support. The more that YOU understand and use JTLS the more interoperable you become at many different levels. Our approach in scheduling this Conference is to promote that interoperability among agencies and nations without the hype that accompanies large budgets and larger staffs. Unique This Year Increased use for CAX support Growing interest in OPLAN analysis Data mining/research SECDEF letter on continued funding FOCUS ON NO NEAR TERM REPLACEMENT M&S Congressional Caucus CAX Forum The disestablishment of the USJFCOM forced the staffs to reduce funding and work with reduced resources. JTLS was recognized (again) as the most comprehensive, inexpensive and readily available operational simulation available. It was also reiterated that given that USJFCOM (now JS J7 JCW) owned the simulation it was also very cost effective. The establishment of the NATO M&S COE in Rome is a positive step forward to making JTLS a common tool across Europe and Asia. The CAX Forum in the COE was established as an annual event. Discussion about JTLS at the COE, within Europe and for SEESIM support the continued value of JTLS. The NATO Training Federation could become the standard for all JTLS users. R&A has to work out how to procure the NATO tools for distribution. R&A (Ellen Roland and Rick Kalinyak) has presented short courses and special presentations to students and faculty at the Naval Postgraduate School. Their interests in data farming leads them to recognize the rich amount of data generated and saved during a typical JTLS exercise. ROLANDS & ASSOCIATES Corporation December 2018

Unique This Year (2) Continued Themes Military and industrial support for more effective, affordable civil-military training Pursue greater integration and interoperability” Need for collaboration with a range of multinational bodies, including industry and non-military organizations These “themes” were included in GEN Petr Pvel, Czech Republic, Chief of General Staff, at presentation at ITEC 15 AFAMS and JS J7 JCW have on-going studies to determine just how far the JTLS capabilities extend to support the AF, Joint Staff and various DOD and NGO agencies. The potential for using JTLS for budget analysis is on the horizon. Some users have done this. AFJ is recommended reading. R&A has been in numerous discussions concerning the capabilities built in to JTLS for a variety of analyses. We will be happy to discuss this potential and budget based wargaming. Federations continue to pervade the JTLS world. Fortunately the JTLS APIs that are readily available are very amenable to a variety of potential federates. Back Up Material Compared to any other strategic/operational level simulation currently available JTLS out performs them all. The list of capabilities has been confirmed by more than one study from the former USJFCOM.
