Tax-Aide Intake Booklet 2019 Tax Season We are here to help taxpayers for another 50 years. This is a change for the volunteers, but one we’ll get through much like we survived the changes from paper to computer and from TaxWise to TaxSlayer. These changes are all aimed at helping the taxpayer Provides taxpayer flexibility in choosing site to visit Help ensure funding so we can continue to provide free tax preparation service Offer information about other Foundation programs if taxpayer so chooses

Consent #1: Global Carryforward Allows TaxSlayer to make taxpayer carryforward data available to any VITA/TCE site in 2020 Same site carryforward available even if taxpayer does not give consent Provides taxpayer flexibility to change sites A concern raised regarding global carryforward is that any certified VITA/TCE volunteer can log in to a TaxSlayer site where they have a user ID and start entering random SSNs in an attempt to find a hit and then steal that taxpayer’s personal information. It’s possible, but ignores that Every volunteer has gone through certification process and had to be set up as user at a site Every volunteer must go through MFA Every unsuccessful attempt will create a new return at that site tagged with that user ID and other volunteers seeing those bogus returns will quickly become suspicious. Our volunteer activity is based on taxpayers trusting us with their data and we trusting volunteers to treat It properly. There is no reason we should assume that there are rogue volunteers who are suddenly not trustworthy. 2019 Tax-Aide Intake Booklet – October 2018

Consent #2: Relational Groups TaxSlayer LLC requirement to Push custom questions to all sites Share aggregate data from return and demographic questions Consent form is TaxSlayer requirement Consent required or cannot e-file returns Consent used across all VITA/TCE programs – not specific to Tax-Aide TaxSlayer requires this in order to provide reports needed by Tax-Aide 2019 Tax-Aide Intake Booklet – October 2018

Demographic Questions Taxpayer: Which best describes your race? Taxpayer: Are you of Hispanic, Spanish or Latin origin? Taxpayer: What is your gender? Taxpayer: How many people, including you, are part of your household? Taxpayer: Please indicate your annual household income last year. Taxpayer: Did you save part of your tax refund last year? Spouse: Which best describes your race? Spouse: Are you of Hispanic, Spanish or Latin origin? Spouse: What is your gender? How much did the taxpayer deposit in saving accounts today? Consent #3: Information Sharing with AARP Foundation Allows AARP Foundation to use taxpayer data to communicate with opt-in taxpayers about other AARP Foundation programs Back to Work 50+ – Helping 50+ workers find full-time jobs Work for Yourself at 50+ Connect2Affect – recognize and reduce isolation Experience Corps – 50+ volunteers tutoring K-3 students who are struggling to read Legal Advocacy – advance the legal rights and interests of people 50 and older Promote elder justice Improve the ability to age in place Create opportunities to earn a living Fresh Savings – initiatives to end hunger Ran savings pilot last tax season at six sites – many taxpayers requested follow-up information 2019 Tax-Aide Intake Booklet – October 2018

Organization Structure Limited Demographic Info (race, ethnicity, LI50+) Total served for all programs * ** Organization Structure Aggregated Demographic Data Program requests * 501(c)(3) – A public charity that normally receives a substantial part of its income, directly or indirectly, from the general public or from the government. The public support provided must be fairly broad, not limited to a few individuals or families. It is generally not allowed to participate in politics. ** 501(c)(4) – A social welfare organization primarily engaged in promoting the common good and general welfare of the people of its community. It is allowed to participate in politics. No taxpayer identifiable data going to AARP or anyone else
