Force Requirements Analysis & Evaluation Group (1/2) Position Agency of ROK MND Research Areas Main Analysis & evaluation for force requirements of ROK ARMY to verify the appropriateness, necessity and priority of the force requirements Adjust priority between force requirements Supporting main area Studying methodologies to analyze and evaluate military forces Data management for our research Ministry of National Defense The ROK armed forces have been requiring new capabilities to fight due to changes in security environment and obsolescence of conventional weapon systems. With constraints of the defense budget and a new form of warfare issues to consider, Force Requirements Analysis and Evaluation Group(FRAEG) conducts a study on overall perspective of the requirements. For this purpose, the tools and methodology of decision-making and DM&S are used to analyze and evaluate operational necessity, capabilities, quantities, and priority of required forces. We also offers rational alternatives to military decision-makers under a comprehensive point of view such as enhancement of the forces and the efficiency of defense budget management. ※ Current Workforce: 30 researchers
Force Requirements Analysis & Evaluation Group (2/2) What to do? Scope Contents Analysis & Evaluation of issues (1) Necessity (2) ROC (Required Operational Capability) (3) Required Quantity (4) Timing of Force Integration Identify and analyze issues for the target force requirement Necessity: Assess whether the requirement has the ability to supplement deficiencies ROC: Evaluate the over-capacity and lack of performance of weapon systems Required Quantity: Assess the quantity required for mission Timing of Force Integration: Evaluate the lack of capacity by time Analysis & Evaluation of alternatives Alternative establishment Alternative assessment (2-1) Operational effect assessment (2-2) Total Life Cycle cost (2-3) Risk and technical factors (2-4) Policy factors, etc. Establish competitive alternatives centering on identified issues Compare each alternative: Basic plan and comparative alternative – considering operational and non-operational effects. Expert panel evaluation Deriving results through professional panel evaluations

History of JTLS in Korea Main User/Purpose How get KIDA’s Role Combined Forces Command Getting JTLS ver. 1.65 from CFC in 1991 Getting JTLS ver. 1.8 from CFC in 1996 ROK JCS/Command and staffs Ex. Using JTLS during 1996 ~ 2003 Current, using self-developed model Technical support Buying JTLS ver. 2.4 from ROLANDS during 2002~2010 Maintain contraction with ROLANDS Latest getting: ver. 3.3 in 2010 Air Univ./To give an experience for joint warfare for the student Using JTLS during 2002 ~ 2010 Current, using self-developed model Support for Theater Data
Current Simulation Tools What we have to support Force Requirements Analysis & Evaluation Resolution Ground Air Naval STORM NORAM AWAM Self-developing in KIDA Army Weapon effectiveness analysis model A-9(US) developing Synthetic Theater Operations Research Model ROK ARMY developing Naval Operations Research & Analysis Model RAND(US) developing Joint Integrated Contingency Model EADSIM TB(US) developing Extended Air Defense Simulation JICM Vision 21 ROK ARMY developing ※ Insufficient Area: Simulation for joint operations
Why we need JTLS-GO To supplement our insufficient field Analysis for joint operations & operation level battle field Resolution Ground Air Naval STORM NORAM AWAM Self-developing in KIDA Army Weapon effectiveness analysis model A-9(US) developing Synthetic Theater Operations Research Model RAND(US) developing Joint Integrated Contingency Model EADSIM TB(US) developing Extended Air Defense Simulation JICM JTLS-GO Vision 21 Naval Operations Research & Analysis Model ROK ARMY developing
Why we need JTLS-GO KIDA joins JTLS-GO Users group this year We will use it in the analysis & evaluation of force requirements Resolution Ground Air Naval STORM NORAM AWAM Self-developing Army Weapon effectiveness analysis model A-9(US) developing Synthetic Theater Operations Research Model RAND(US) developing Joint Integrated Contingency Model EADSIM TB(US) developing Extended Air Defense Simulation JICM JTLS-GO Vision 21 Naval Operations Research & Analysis Model ROK ARMY developing Please, give me Congratulations !!!
