Jonathan young ColumbiaGrid 2018 System Assessment Jonathan young ColumbiaGrid

2018 System Assessment Postings Study Plan posted on 4/27/18 Expanded from previous years to contain more details: Transmission projects modeled in the cases Changes to 2017 project completion dates Load levels in NW major load areas Load level comparison to 2017 cases Resource retirements Interface flows Completed projects from 2017 Cases with Contingencies posted on 5/14/18 Link to both postings: https://www.columbiagrid.org/basecases-results-overview.cfm

2018 System Assessment Status Current Steps (June) Process & Review Contingency Results for Light Load Case, One 5 Year Case, and Both 10 Year Cases Evaluate Order 1000 Potential Needs Process & Review Transient Stability Study Contingency Results

2018 System Assessment Status Next Steps (July+) Prepare System Assessment Identify Order 1000 Needs Prepare Need Statement Approve System Assessment Recommend Study Teams for Proposed & Order 1000 Needs Have a participant meeting to evaluate current study methods for improvement opportunities in 2019 Study Plan (Schedule)

Contingency/Dynamic Data Contingency Data Loaded the 2017 System Assessment Contingency/RAS Files Omitted P3 & P6 Contingencies Sent out for review with a focus on contingencies with unlinked actions Initially a lot of unlinked actions due to numerous changes to the multi-section line representations After correcting the multi-section actions the rest of the lists were in relatively good condition Dynamic Data Bo is actively updating the cases for dynamics runs (Update)

Results Review Change Provide Summary Review to Each Member Small white paper with focused results for each member to review i.e. CG would further filter results to reduce review time for members

Scenarios Studies MOD 33 Focused P3 & P6 Assessment Long Term High Renewable Study

Jonathan Young ColumbiaGrid 2028 ADS, ADSTF, & RAC Update Jonathan Young ColumbiaGrid

2018 ADS Status and Next Steps 2028 ADS PCM V0.3.2 Posted June 1st Target Date: June 10 Validation of the PCM Dataset Target Date: June 30 Complete Roundtrip Validation

ADSTF Update: Key Issues of Focus Validating the recently posted data set Reviewing long term inconsistencies such as: Public Policy Requirements Should they be considered? If so, to what extent and where in the process? Resource Reconciliation How to address the different opinions on resource modeling from Data Submitters, Regional Planning Groups, and WECC How to achieve goals without violating standards? Can WECC user needs be met with a single long term data set?

ADSTF: Multi-Case Open Discussion Open Discussion about Multi-Case Issue Can a data set be produced as a viable starting point for both needs? Many ADSTF members are saying yes, but is this realistic or idealistic? Is it appropriate to tell the data users (customers) what they need to model instead for the data users telling WECC? If not, can multiple data sets be produced that: Are efficiently produced with current SDWG resources? Provide better data sets than produced in the past? Create efficiencies by aligning common data?

ADSTF: Multi-Case Open Discussion Possible Path The ten year planning cases are started in late summer and completed in late fall/early winter. Take that output and align it with a PCM data set. This data alignment can occur on a yearly basis for incremental changes It represents a large part of the alignment issues It does not have to wait on updated regional plans or L&R data sets The resulting PCM data set can be used to produce several profiles for member who prefer this data set

ADSTF: Multi-Case Open Discussion Possible Path (Cont.) The resulting power flow case and PCM data set can be then updated in the spring to align with the regional plans and/or with the new L&R submittals This update/alignment should be relatively small compared to the planning case alignment so the summer deadlines would not be difficult to achieve The differences between the two case/data sets can be modeled with different flags to note the differences between the sets

ADSTF Update WECC request for update from regions at the next RAC meeting

Area Coordinator Update Jonathan young ColumbiaGrid

New SDWG Leadership Team Chair: Jonathan Young, ColumbiaGrid Vice Chair: Sirisha Tanneeru, Xcel Energy Former Compliance Coordinator Base Case Coordinator: Erik Olson, Puget Sound Energy Compliance Coordinator: Lukas Boler, BPA

SDWG / Area Coordinator Activities Upcoming Data Preparation Manual Changes 2019 DPM: Bus High/Low Volt Limits Requires that Data Submitters include the high and low voltage bus limits that are consistent with the SOL’s submitted to the associated RC in their submittals. NERC SAMS Activity Node Breaker Modeling Pilot MOD 032-1 Review Group Performing an assessment of industry practices around base case model building to understand the current state-of-the-art practices for each PC area and their interconnection. Data Quality Focus Software updates to PowerWorld and GE PSLF to automate data quality metrics in the Steady State and Dynamics Dashboard (SADD) Adjustments to the SADD format are being made to make the output more user friendly SDWG meetings will include more focused scrutinization and education of problem steady state and dynamic data issues

SDWG / Area Coordinator Activities Generation Criteria Update Effort to adjust the DPM generation modeling criteria to include larger Distributed Energy Resources (DER) that impact the system. Current Plans Review recommendations listed in NERC report on DER for direction on modeling and other issues to consider https://www.nerc.com/pa/RAPA/ra/Reliability%20Assessments%20DL/Distributed_Energy_Resources_Report.pdf#search=distributed%20energy%20resources Look at utilizing the DER_A model as part of the composite load model Work with PDWG to determine specific data needed for their efforts Test various MW thresholds for modeling DER to minimize power flow and transient concerns Consider modeling changes that would allow efficient post processing options as a short term solution or as an alternative
