Helsinki Region Transport System Planning has been developed in stages

Planning Organization Municipalities take part in transport system planning and are responsible for land use and housing planning. Expert groups: Representatives of municipalities, HSL and the state Land Use Group Housing Group Transport Groups PREPARATION Land Use, Housing and Transport (LHT) Project Group HSL is responsible for preparing the transport system plan (binded by law) and its impact assessment. Steering groups: Leading authorities of municipalities and the state LHT Committee Transport System Committee STEERING The State participates in planning and is represented in the Transport System Committee and LHT project group. Helsinki Region General Meeting (HSYK) HSL Executive Board Decision makers: Elected officials of municipalities DECISION MAKING Keski-Uusimaa Region (KUUMA) Executive Board
