Table of contents Project’s overview and consortium Project’s objectives Activities of the project Contact 25/12/2018 0003-0002112784

Project’s overview GRALLE = Galileo-based Reliable Automatic and Low Latent Emergency Warning Service Funded by the European Union Call for tenders N° 536/PP/GRO/RCH/16/9261 Start date: Feb 2017 / Duration: 22 months Objectives of the project : To assess the potential interest for a global, reliable and efficient Emergency Warning Service (EWS) based on the Galileo infrastructure (eg broadcasting alerts/warnings using Galileo signals) 25/12/2018 0003-0002112784

Galileo-based Emergency Warning Service (GEWS) 25/12/2018 0003-0002112784

Project’s consortium Thales Alenia Space (France) : European leader in satellite &satellite systems design & manufacturing Telespazio (France) : European leader in satellite service Intelligence for Emergency & Security (Italy) : European leader in interoperable solutions for emergency services STMicro-electronics (Italy) : European leader in solutions for smart driving & IoT 25/12/2018 0003-0002112784

Project’s activities for GEWS Perform a global user needs collection Define mission requirements Define system and service solution Define operational concept & service implementation Analyse impact on the existing Galileo infrastructure, at High level Propose development plan Consolidate Cost Business Analysis Demonstrate service by early trials mid 2018 with EWS user Develop collaborative relationship with EWS organizations 25/12/2018 0003-0002112784

Galileo-based EWS main features Global: Worldwide global coverage Based on standards (CAP = Common Alert Protocol) Multilingual Mass alerting High service quality (based on Galileo infra) Low latency High reliability Resilience Secured system Strengthening existing systems Complementary to existing EWS Geographic targeting Information targeting (community) 25/12/2018 0003-0002112784

User Needs Collection Europe Questionnaire only Questionnaire and interview Minimum Feedback 25/12/2018 0003-0002112784

High level solution design 25/12/2018 0003-0002112784

Galileo-based EWS Message Transmission on E1 E5b 120 bits long Using I/NAV 2 msg / sat / min Message Identifier Message type Country ID Provider ID Event Event Category Event Sub- Category Severity Event chronology Event Onset Expected Duration Area Target Area Guidance to react Guidance Library Response Type Instruction Parameters: Specific setting 25/12/2018 0003-0002112784

GEWS service capacity Same message can be repeated with a period between 1 minute and 1 hour The message repetition will be adapted to the possible arrival of new messages to be transmitted in the repetition interval, by reducing the number of satellites used for transmitting the repetition and/or by increasing the repetition period A maximum of 2 different messages can be transmitted for the same local area (minimum radius circle) GEWS can handled a maximum of 30 different messages at the same time, with the appropriate repetitions and latency 25/12/2018 0003-0002112784

Interface between EWS providers and GEWS 25/12/2018 0003-0002112784

Implementation Plan 25/12/2018 0003-0002112784

Demonstrations June to October 2018 4 demonstrations : France Italy Australia Australia with Japan (QZSS) Large range of emergency situations 25/12/2018 0003-0002112784

Project’s preliminary outcomes Strong support & interest received from emergency management stakeholders during interviews & presentations. Recurrent question is : When will it be available ? Complementarity with the other Emergency Warning Systems is highlighted together with capability to access citizens all around the world even in the most remote areas Impact on Galileo system is optimized in terms of operations and infrastructures The service shall be as soon as possible delivered to European Union Countries The service shall be made available to other countries from the EOC Galileo GNSS chipset development and implementation in European products shall be favored to maximize the impact from EOC 25/12/2018 0003-0002112784
