Do Now Based on our discussions about Reconstruction, what kind of impact do you think it had on the South and the federal government?

IV. Changes during Reconstruction

Reconstruction Impact – Key Points New amendments to the Constitution and big pieces of Congressional legislation Test of national vs. state government

A. New Amendments 13th Amendment – 1864; abolishes slavery except for punishment for a crime. 14th Amendment - 1868 No state can deprive someone of life, liberty or property without due process. All states have to give all citizens equal protection of the law. Done in response to the southern Black Codes. 15th Amendment – 1870; no person can be denied the right to vote based on race, gender or previous servitude.

B. Legislation from Congress Civil Rights Act of 1866 Direct response to Black Codes Made all slaves American citizens and gave them legal rights

C. Warren County Spotlight John Hyman – first African-American Congressman from North Carolina Born in Warrenton

D. National vs. State Government The Civil War and Reconstruction tested the strength of the federal government. Military rule of the South and the Union victory showed how strong the federal government was and could be.

V. Reconstruction Ends

A. Corruption in Government Whiskey Ring – happened under Ulysses S. Grant’s presidency. Tax collectors and whiskey manufacturers work together to keep money away from the federal government. Election of 1876: Samuel Tilden (Dem.) beats Rutherford B. Hayes (Republican) in the popular vote by an estimated 300,000 votes, but the government thinks the count may be wrong. So they make a deal: Compromise of 1877: Republicans get – Democrats get -

B. Southern Response Two major impacts on the South: Didn’t vote for the Republicans for nearly a century, called the ____________ because it would always vote for ______________. Passed Jim Crow laws – created separate facilities for whites and blacks Tried to keep African-Americans from voting by making them pay a tax (_________)or take a literacy test.

Independent Practice Do you think the Reconstruction Era “reconstructed” the South in a way that would help the South become a better part of the United States?

Exit Ticket 1) What was accomplished by the 13th, 14th and 15th Amendments to the Constitution? a) They set the guidelines that southern states had to follow to be readmitted to the Union and laid out a timetable for Reconstruction. B) They freed the slaves through the U.S., gave the rights of citizenship to African- Americans and guaranteed blacks the right to vote. C) They established the Freedmen’s Bureau, freed the slaves and ensured African- Americans a right to public education. D) They outlawed segregation, established black codes and ended Reconstruction.

Exit Ticket 2) What occurred as a result of the Compromise of 1877? A) Slave states and free states remained equally represented in Congress. B) Southern states were readmitted to the Union provided they recognized the civil rights of African-Americans. C) Republican Rutherford B. Hayes became president despite losing the popular vote in exchange for the federal government ending Reconstruction. D) Northern businesses were allowed to use southern ports for shipping in exchange for agreeing to the end of tariffs that made it hard for southern farmers to sell their products overseas.

Exit Ticket 3) The Civil War and Reconstruction failed to achieve: A) The end of slavery. B) The free exercise of equal rights regardless of race. C) The growth of community life for African-Americans. D) The reunification of the states.
