Reconstruction Impact – Key Points New amendments to the Constitution and big pieces of Congressional legislation Test of national vs. state government
A. New Amendments 13th Amendment – 1864; abolishes slavery except for punishment for a crime. 14th Amendment - 1868 No state can deprive someone of life, liberty or property without due process. All states have to give all citizens equal protection of the law. Done in response to the southern Black Codes. 15th Amendment – 1870; no person can be denied the right to vote based on race, gender or previous servitude.

V. Reconstruction Ends
A. Corruption in Government Whiskey Ring – happened under Ulysses S. Grant’s presidency. Tax collectors and whiskey manufacturers work together to keep money away from the federal government. Election of 1876: Samuel Tilden (Dem.) beats Rutherford B. Hayes (Republican) in the popular vote by an estimated 300,000 votes, but the government thinks the count may be wrong.
