Human rights in New Zealand

Actions since 2013 UPR Ratified Optional Protocol on the Rights of Persons with Disabilities (Spain & Hungary) Brought the upper age threshold of our youth justice system into conformity with international obligations (Czech Republic) Introduced Child Poverty Reduction Bill (Ukraine, Australia, Cape Verde, Canada, Malaysia, Mexico) Taken steps towards eliminating the gender pay gap (Australia, France, Malaysia, Iraq, Sri Lanka) Insert: Describe why run the campaign should be run Describe the campaign’s context Describe the rationale for mounting the campaign Describe the external context, such as the situation that we’re seeking to change and why; our analysis of the current situation (the power dynamics, the key actors eg politicians, civil society, business etc); Describe what’s needed to influence the key actors and achieve change; Describe the Human Rights Commission approach to change (eg insider / outsider); etc.

Social inequities 15-16% of NZers live in poverty Almost 30% of NZ children living in households where income falls below income poverty line In 2017, 28% of income growth went to 1% percent of NZers Structural discrimination – Māori, Pasifika, women, migrants, refugees and disabled people – across a range of key socio-economic indicators 43.3% of disabled youth aged between 15 and 24 not in employment, education or training Insert: Describe why run the campaign should be run Describe the campaign’s context Describe the rationale for mounting the campaign Describe the external context, such as the situation that we’re seeking to change and why; our analysis of the current situation (the power dynamics, the key actors eg politicians, civil society, business etc); Describe what’s needed to influence the key actors and achieve change; Describe the Human Rights Commission approach to change (eg insider / outsider); etc.

Recommendation 1 Implement a standard human rights impact assessment process for assessing all prospective policies and legislation for consistency with domestic and international human rights obligations. Insert: Describe why run the campaign should be run Describe the campaign’s context Describe the rationale for mounting the campaign Describe the external context, such as the situation that we’re seeking to change and why; our analysis of the current situation (the power dynamics, the key actors eg politicians, civil society, business etc); Describe what’s needed to influence the key actors and achieve change; Describe the Human Rights Commission approach to change (eg insider / outsider); etc.

Recommendation 2 Amend the Bill of Rights Act 1990 to incorporate all rights in the International Covenant for Civil and Political Rights and the International Covenant for Economic, Social and Cultural Rights. Describe: What campaign aims to achieve. The significant change(s) in the world that the campaign is designed to achieve. Specific enough to know when you’ve won.

Recommendation 3 Appoint a lead minister on the Sustainable Development Goals (SDGs) and implement a cross-government policy and data strategy to meet New Zealand’s commitments under the SDGs. Describe: The thinking behind your desired impact/aim and outcomes, and notably Why the outcomes are the most effective way to achieve the overall change that you are campaigning for

Thank you Describe: The key campaign messages; The target audience(s) that you need to influence with those messages. How you intend to reach your target audience(s) with your messages, and in a way that’ll persuade them.
