Thomas Hobbes Believed in absolutism= rulers should be THE absolute power. Government should manage behavior.

John Locke Believed in democracy Argued that the people were sovereign=independent The people should have ultimate power. Government must protect life, liberty and property.

What affects did John Locke have on the United States?

Baron de Montesquieu Believed in separation of powers (3 branches of government). This ensured that no one person would be in power. NO ABSOLUTISM!
