Timeline 2011 Optimizing use starts: Largest mobility maangement programme in (dutch) history, 10 regionans (later 12), 600 million 2013 First experimental Sustainability model Optimizing Use (Co2 as ‘extra’) 2015 Updated, validated 2016 Carbon dionxide as important result of the programme 2017 One of the goals of the new programma

Methodology Rush hour Avoidance “rush-hour avoidances’ (Spitsmijding in dutch, RHA), so one 1 person not using a car during rush hour is 1 RHA. This is because the principal aim of the programme is to reduce traffic jams in the rush-hour. Every plan had to calculate it is effect in RHA, be it a plan to improve cycling, or to introduce public transport.  

But how did they behave? Reference behaviour : 1. Trip at different time, 2 trip using other route, 3. Trip using other modality (bike,train), 4 no trip at all..  Standard trips for what would be replaced (like how many km the average employee made). Standard emission data   

Three CO2 effects Knowing this, we could calculate co2 reduction based on three effects   Effects through Rush-hour avoidance rha Effects because of better flow (standing in a traffic jam itself emits more) Other effects. Emission effect if all RHA let to non trips Emission effect, is EHA * ritlenghth * average emission carpopulation

Results until now 1,5 % cabon dioxide emission reduction on traffic in participating urban regions 2% NoX reduction But also: Company networks like Maastricht can do more

Challenges How can we increase the effect on CO2 reduction of the optimizing use programme? How can we combine all these goals (air quality, Saound, health, accessibility, climate)?
