Update DG Environment 9th Noise Expert Group Meeting 30 November 2017 Bernhard Berger, Marco Paviotti DG Environment, European Commission

Recent past Dec 2016: Evaluation of the Environmental Noise Directive Mar 2017: 2nd Implementation Report Apr 2017: Noise Conference Nov 2017: Begin of broader stakeholder involvement

Evaluation Relevance: noise pollution still constitutes a major environmental health problem in Europe Coherence: coherent in itself and with other EU legislation Effectiveness: common approach throughout the EU, but effects materialised only partially and so far not used for legislation on noise at source. Efficiency: low administrative costs and favourable cost-benefit ratio of 1:29. EU added value: The Directive can generate EU added value, but has not yet delivered all its potential

Implementation The implementation is delayed (targetted enforcement and guidance) Member States are asked to reconsider their way of implementation Directive should (and could) be better used to inform noise at source legislation Stakeholder involvement needed to discuss some issues identified (scope, targets, reporting levels etc.) Urban planning to be addressed MS to better use EU co-funding opportunities Raising awareness is important and needed

Noise conference Around 400 participants The Commission presented the implementation report WHO confirmed noise as a serious health threat EEA found > 100 million European citizens exposed Discussions by stakeholders on Policy options Health effects Noise control

Future plans 2018: Proposal for Annex III (based on WHO review) 2020: Revision of Annex II (based on MS experience) End 2018: Workshop on EU co-funding 2018-2019: Reflections on future noise policy
