TEMPLATE FOR LOCAL ENVIRONMENTAL ASSESSMENT REPORT (LEAR)

Environmental Scanning Environment scanning refers to thorough, consistent and often daily processing of an organisation’s internal and external environments in order to identify risks, trends and opportunities that could influence or threaten the organisation’s future.

IMPORTANT ELEMENTS TO NOTE WHEN DEVELOPING A LEAR Information must be verified and authenticated Report must be signed off before release Reliable source of information

TEMPLATE OF A LEAR STEP 1 Provide a detail of the sources of information and their role in the area you are scanning STEP 2 Give a clear indication of the area you are scanning and the key issues to be addressed in details STEP 3 Nature of potential impact of each issue highlighted on step 2 STEP 4 Provide contact details of the sources of information for reference

TEMPLATE OF A LEAR STEP 5 Predictions that may have an impact to the programme or visit by Political Principal in that particular area. STEP 6 Link the issues raised to the government/municipal service delivery outcomes (to easily locate them) STEP 7 Provide key recommendations on how the issues can be addressed to allay the anxieties of communities. STEP 8 Give a detail of development communication outreaches emanating from the assessment with time frames

RECOMMENDATIONS The report to be presented to the leadership of the Municipality and other intergovernmental platforms. Leadership of the Municipality to ensure that the report is escalated to the responsible departments/Institutions for feedback and action. Local government communicators to create platforms of engagement to ensure that feedback is provided on issues raised. To ensure that the issues raised are addressed within the set timeframes.
